POSITION TITLE: Director

DEPARTMENT: Early Head Start/Child Care Partnership (EHS/CCP)

REPORTS TO: VP Early Childhood Programs

SUPERVISES: EHS/CCP Program Staff

FLSA: Exempt


I. JOB SUMMARY/ACCOUNTABILITY

Under the supervision of VP Early Childhood Programs responsible for overall operation and implementation of the EHS/CCP grant ensuring a comprehensive developmentally appropriate Early Head Start/ Child Care Partnership program is provided to children and their families in child care centers and homes in the approved zip codes in Detroit. Also responsible for all Early and Head Start wrap-around services with community partners.


II. POSITION QUALIFICATIONS

BS or BA from a university of recognized standing with specialization in early childhood education a behavioral science business or public administration. Masters degree preferred.

Five years experience in Early Head Start operations.

Considerable knowledge of administrative principles and methods as applied to federally funded programs.

Good writing skills.

Thorough knowledge of program reporting monitoring and evaluation format.

Knowledge of city building codes and licensing standards.

Strong managerial communication organizational and analytical/problem solving skills.

Strong knowledge of terminology concepts methods and procedures involved in childcare delivery systems


NOTE: Equivalent combinations of education and experience that could provide the required knowledge skills and abilities will be evaluated on an individual basis.

Must be able to complete licensing requirements including criminal clearance Central Registry Clearance and drug screen.

III. GENERAL RESPONSIBILITIES

Provides direct oversight of the EHS/CCP program to ensure scope of work and delivery of service is consistent documented and meets the needs of the enrolled families children Child Care Providers and the Organization. Maintains the ability to plan develop coordinate and implement program management operations and to perform related duties as required.

RELATED KNOWLEDGE. SKILLS AND ABILITIES:

Must have a client focused attitude.

Must have demonstrated computer skills and pass a computer competency test.

Able to read write and communicate in Standard English

Good organizational and time management skills

Good oral and written communication skills.

Able to write clear and accurate reports.

Able to maintain confidentiality of all discussions and records.

Must be resourceful patient and sensitive to the needs of staff and families.

Must be culturally competent and sensitive to the needs of a diverse community.

Must be physically and mentally capable of performing the duties of the classification.

Must have transportation insurance and valid drivers license in order to attend meetings trainings and other events.


RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:


Overall management of the grant and annual refunding applications.

Maintain open communications between the Executive Leadership centers the Policy Committee and the Office of Head Start concerning administrative financial and/or programmatic concerns.

Provide agency representation on boards and committees attend community meetings and events.

Work to develop a systems approach to management and meet agency needs.

Assist with recruitment and enrollment.

Advise staff regarding program operation and provide technical assistance as directed.

Ready the agency for peer review and all audits.

Responsible for payroll and attendance records.

Provide training and technical assistance to staff.

Supervises and guides staff in implementing curricula and services that are developmentally appropriate and addresses individual needs of children and families of diverse cultures and backgrounds.

Work with other administrators to ensure job orientation is completed establish expectations staff development planning training and feedback ensures accountability and prepares evaluations.

Supports all aspects of the Head Start Program Performance Standards State licensing regulations and other codes regulations policies and procedures relating to childcare and development funding and program implementation.

Works with contractor to ensure and manages the differing regulations for Licensed Family Child Care and Licensed Child Care Centers and ensures compliance with the funding terms and conditions for state and federal alternative payment and state child care funding

Works closely with contract partners to manage child care contracts including negotiating terms and conditions ensuring compliance and documenting amendments that may arise during implementation or execution of the contracts.

Promotes family/community partnerships and parent engagement in program planning and implementation/individualization of services to enrolled families.

Stays current on developments in HS/EHS ECE and QRIS by attending conferences workshops/seminars meetings; communicates appropriate information to staff providers families and Board Policy Council and community partners.

Ensures complete accurate and current information is available on families and children by reviewing reports and providing information for a centralized database and tracking system.

Ensures compliance with state and federal laws pertaining to reporting suspected child abuse including written communication and training programs for staff parents and others as appropriate.

Ensures all aspects of inclusion for children with disabilities including program services in education services health services curriculum individualization and the development of parent/family education activities as required by the Head Start Program Performance Standards dual enrollment full inclusion and mainstreaming. Ensures that curriculum and activities are adapted to women and children with special needs or disabilities.

Ensures budgetary compliance by monitoring expenditures and reporting variances.

Oversees safe and healthy work environment practices and working conditions. In partnership with the Human Resources Department and Quality and Compliance.

Improves delivery of services by evaluating effectiveness of procedures and practices and initiating/implementing developmentally appropriate practices within Early Head Start regulations requiring ongoing monitoring to ensure continuous improvement of program services. Evaluates and analyzes reports records and directives related to the planning and delivery of services.

Regularly analyzes a number of often-complex factors prior to providing guidance/making decisions on matters affecting effectiveness of operation.

Must develop rapport with people of varying degrees of education cultural backgrounds and position.

Apply various styles of leadership in working with different situations and individuals; generates enthusiasm motivates and helps guide others to enable them to act; uses coaching and mentoring techniques.

Manages and coordinates all activities and partnerships with community child care providers to establish wrap-around services for all Matrix Head Start and Early Head Start centers.

Works in collaboration with Director Head Start for consistency of program delivery outcomes and expectations.

Participate in Self-Assessment Process

All other duties as assigned.
