Job Description

Job Title: Special Education Facilitator for Compliance Assessment and 504
Wage/Hour Status: Exempt

Reports to: Director of Special Education
Pay Grade: AP-3

Primary Purpose:
The Special Education Facilitator for Compliance Assessment and 504 is under the direction of the Special Education Director. This position is responsible for assisting the Director to ensure the Special Education Department meets all federal state and local compliance requirements and regulations. The Facilitator oversees and coordinates key compliance activities including data monitoring psychological and behavioral support services and intervention programs. Additionally the Facilitator serves as the Lead Licensed Specialist in School Psychology (LSSP) for the district providing guidance support and leadership to the assessment staff. The role also includes serving as the District Coordinator of Section 504 compliance supporting 504 processes training and documentation across the district. The Facilitator collaborates with district and campus administrators staff parents and community stakeholders to address student needs and ensure that Individualized Education Programs (IEPs) are effectively developed implemented and maintained. The position involves providing staff training leadership development and program oversight while ensuring accountability in all aspects of special education and 504 service delivery.


Qualifications:
Education/Certification:

Current state certification on file in the district office listing certification endorsements in Licensed Specialist in School Psychology
Masters degree from an accredited college or university
Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee

Special Knowledge/Skills:

Background and experience working with students from residential facilities including specific guidelines and state requirements
Knowledge of Admission Review and Dismissal (ARD) Committee process and Individual Education Plan (IEP) goal setting process and implementation
Strong organizational skills communication and interpersonal skills


Experience:

Minimum 5 years as a Lead Licensed Specialist in School Psychology (LSSP) working in schools
Minimum 3 years in leadership and/or mentoring roles


Major Responsibilities and Duties:
Compliance Monitoring and Reporting

  1. Monitor compliance with federal state and local policies in special education and Section 504.
  2. Oversee the timely completion of initial evaluations and re-evaluations.
  3. Oversee processes of special education student records by clerks.
  4. Collect and submit State Performance Plan indicators and 504 compliance data to TEA.
  5. Assist the Director with mediation TEA complaints and due process hearings.
  6. Regularly review and update policies procedures and Operating Guidelines for special education and 504 services.
  7. Compile and maintain accurate data for reporting and compliance purposes.

ARD/IEP Processes and Student Support

  1. Collaborate with students parents and staff to develop individualized education programs (IEPs) through the ARD process.
  2. Facilitate ARD committee meetings using the Esped computer management program including during summer months.
  3. Communicate with parents and staff to address concerns related to ARD/IEP development and service delivery.
  4. Ensure IEPs are developmentally appropriate curriculum/standard-based strength-based and individualized to meet student needs.
  5. Serve as Lead LSSP provide specialized support for ARD/IEP processes for students with complex needs.

Staff Training Development and Leadership

  1. Serve as Lead LSSP providing professional leadership guidance and mentorship to district LSSPs and assessment staff.
  2. Train and support special education staff on compliance documentation ARD/IEP paperwork and intervention programs.
  3. Plan and deliver staff development opportunities for new and existing staff on best practices in assessment and interventions.
  4. Provide training coaching and support to assessment staff on administering assessments data interpretation and legally compliant reporting.
  5. Train campus and district staff on 504 processes accommodations and compliance procedures.

Collaboration Intervention and Program Oversight

  1. Oversee the Child Find evaluation process across the district to ensure timely identification and evaluation of students.
  2. Service as the district point of contact for Brighton ECI Early Childhood and Head start to ensure appropriate transition and services.
  3. Support the development and implementation of Autism supplements and In-Home/Parent Training programs.
  4. Collaborate with 504 teams to ensure consistent implementation of accommodations and interventions.

Psychological and Behavioral Support Management

  1. Manage and coordinate psychological assessment and behavioral support services.
  2. Monitor compliance and data related to psychological behavioral and ARD activities and communicate findings to leadership.
  3. Analyze data to evaluate services and make recommendations for program development and delivery.
  4. Provide expert consultation and guidance on psychological and behavioral interventions including those related to 504 accommodations.

District 504 Compliance Training and Processes

  1. Serve as the District Coordinator of 504 Compliance overseeing policies procedures and timelines for evaluations eligibility and plan implementation.
  2. Train and support district and campus staff on Section 504 processes and accommodations.
  3. Monitor and document 504 plans to ensure alignment with legal requirements and district policies.
  4. Address concerns and collaborate with campus administrators to resolve issues related to 504 eligibility and services.

Administrative and Fiscal Responsibilities

  1. Assist the Special Education Director in planning and conducting department staff meetings for assessment staff.
  2. Coordinate and facilitate bi-monthly meetings with school psychologists.
  3. Coordinate contract services as related to assessment and related services.
  4. Manage monitor and facilitate caseload responsibilities for LSSPs ensuring compliance with timelines and accuracy of documentation.
  5. Collaborate with campus administrators regarding personnel matters and requests.
  6. Support the Director in budgeting and resource allocation for psychological behavioral and 504 services.
  7. Ensure assessment staff has up to date evaluation materials aligned with best practices and maintain district inventory.

Parent and Community Engagement

  1. Serve as a point of contact for parents regarding special education and 504 processes.
  2. Provide clear communication and collaborate with department district and campus staff to investigate and address concerns.

Communication

  1. Establish and maintain open communication with principals teachers and related service providers.
  2. Maintain professional relationships with colleagues and community members.
  3. Use effective communication skills to present information clearly and accurately.

Other Duties

  1. Participate in staff development activities to improve job-related skills.
  2. Keep informed of and comply with federal state district and school regulations and policies.
  3. Compile maintain and file all physical and computerized reports records and other documents required.
  4. Attend and participate in faculty meetings and serve on staff committees as required.
  5. Perform other job-related duties as assigned by the Director of Special Education.
