Serves as a strategic leader and expert for an integrated network of key HR services including the HR Service Centre staffing and talent acquisition organizational design and classification and the total compensation (pay pension and benefits) centres of expertise. Plans directs and supervises the design implementation and modification of policies services and practices in these areas to ensure they align with the Universitys priorities regulatory requirements and future needs.
Sits on the HR steering committee and actively contributes to the design and implementation of the Universitys HR strategy promoting a culture of collaboration innovation and excellence centred on results and the client experience. Plays a key role in standardizing HR processes across the University ensuring they are consistent effective and continually adapted to address changing conditions. Acts as a functional authority for the sections they lead and assumes responsibility for the governance framework as well as interpretation of and compliance with all related policies.
In addition to operational duties leads high-risk cross-cutting initiatives provides strategic guidance to senior management and supports data-driven decision-making.
In this job your responsibilities will include
Develops a strategic framework and clear guidelines to promote quality consistency and excellence in the services available and ensures projects and initiatives align with organizational priorities.
Demonstrates inspirational leadership at all levels of the organization and provides strategic expertise and effective support to resolve complex issues. Gives expert advice and timely appropriate recommendations to ensure compliance with the current legislation policies and regulatory frameworks.
Leads teams tasked with designing and adapting strategies on programs and activities related to compensation pensions benefits pay organizational design position classification talent acquisition and employee services. Ensures these programs remain competitive in the market and comply with legislative frameworks University regulations and collective agreements.
Leads and motivates a team of professionals to achieve organizational goals by providing the required support and resources and promoting employees skills development. Fosters talent through lifelong learning and open communication to promote effective collaboration.
Leads the design and implementation of policies procedures programs and indicators to measure progress and adapt practices within the scope of their responsibilities.
Monitors best practices market trends and legislative frameworks to proactively identify applicable opportunities for improvement in order to advance expertise within their team and guide the HR leadership teams actions.
Prepares and reviews budgets and expenditures for programs delivered by total compensation sectors to ensure transparent reliable up-to-date assessments of the programs financial implications.
Leads and fosters successful collaborations and effective partnerships through open communication with internal and external stakeholders to ensure responsible stewardship and optimal service delivery.
What you will bring
Undergraduate degree in administration HR management or a related field masters degree in a related field an asset
Ten years of experience in an HR management leadership position within the post-secondary education sector or a large organization with a strong union presence
Significant experience in at least two of the following key areas:
Proven expertise in compensation strategies
Experience in managing payroll pay equity and pension and benefits administration (considered an asset)
Strong background in organizational design and the strategic management of talent acquisition
Certification in HR management or membership in a relevant professional organization
In-depth knowledge of and experience in program design and policy/strategy implementation within the field of integrated HR management
Excellent knowledge of federal and provincial legislation and regulations related to payroll pay equity pension and benefits administration talent acquisition labour relations and HR management
Experience in designing and implementing new projects with the ability to plan for the short medium and long term and take appropriate action to reach objectives
Proven leadership in designing new projects and adopting digital solutions with the ability to plan for the short medium and long term and take appropriate action to reach objectives
Knowledge of the broader public sector or post-secondary education sector (an asset)
Strong leadership skills and keen attention to client service
Planning and reporting skills analytical skills and ability to see the various aspects of a situation within the bigger picture
Strong communication writing and interpersonal skills
Problem-solving skills as well as ability to work under pressure and manage multiple and at times conflicting deadlines
Ability to lead and advance multiple projects and files across various areas of expertise at the same time
Ability to exercise judgment to interpret and apply policies and procedures and to assess business risks
Ability to speak and write fluently in both official languages
