Job Description

JOB TITLE: Fire Training Officer *PROMOTIONAL/INTERNAL ONLY*
DEPARTMENT: Fire
DIVISION: Training
SALARY: $73802.98/yr

Job Summary/Scope

To plan coordinate and conduct technical training and development programs for the Fire Department. Assists with the development of an annual comprehensive training plan. Delivers training that meets the objectives of the training plan. Functions under the authority and supervision of the Chief Training Officer. Responsible for course development and delivery in an assigned area of training responsibility (fire rescue EMS etc.).

Supervisory Responsibility

Responsible for the supervision of training/practical evolutions in assigned area of responsibility. Responsible for safety on the training ground and as otherwise assigned by fireground command. Integral to the position of Fire Training Officer is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching training guiding evaluating correcting and if necessary disciplining. No other specific supervisory responsibilities.

Essential Duties and Responsibilities
  • Coordinates schedules and conducts classes in fire suppression fire prevention technical rescue emergency medical services hazardous materials customer service and safe work practices.
  • Develops teaching outlines and lesson plans; determines content and duration of training programs; reviews and recommends training courses and class materials.
  • Assists Chief Training Officer with the development of the departmental training plan.
  • Maintains training records for area of responsibility monitors expiration dates of employee certifications and insures timely renewal as required.
  • Provides logistical support to in-house and guest instructors or trainers.
  • Prepares and presents reports relating to training activities.

Other Duties and Responsibilities

Travels to various training locations as required. Attends conferences workshops and seminars for professional development purposes. Purchases maintains repairs and tests firefighter breathing apparatus and other life-safety equipment and personal protective equipment (PPE). Performs all other related duties as assigned.

  • Knowledge of the principles procedures and techniques of training needs assessment. Knowledge of training program planning and implementation. Knowledge of training development and utilization of instructional materials.
  • Skills in curriculum development course review education methods and scheduling training activities.
  • Ability to analyze departmental training needs; read and understand a variety of information including applications laws regulations policies.
  • Technical knowledge relating to operational issues including fire suppression fire prevention technical rescue hazardous materials and emergency medical operations.
  • Advanced skills in communication (oral and written) and public speaking.
  • Ability to prepare and effectively present a variety of information;
  • Ability to communicate effectively both verbally and in writing;
  • Ability to utilize computer software such as word processing spreadsheet database and other applications.
  • Ability to operate a variety of training aids and media equipment.
  • Ability to deal effectively and courteously with associates and the general public.
  • Ability to perform effectively as a member of the team in carrying out the Citys and Departments stated mission.
  • Ability to perform the essential function of the job without posing a direct threat to the health and safety of others.

Licensing/Certification Requirements
  • Valid drivers license required.
  • Firefighter I & II within 2 years of date of appointment.
  • Fire Service Instructor I within 1 year of date of appointment.
  • Fire Officer I within 2 years of date of appointment.
  • Fire Service Instructor II within 3 years of date of appointment.
  • Cardiopulmonary Resuscitation (CPR) Instructor certification.
  • Other certifications may be required depending on area of training responsibility.

Miscellaneous Requirements and Conditions

This position is open to all Fire Department employees who have a minimum of seven years with the Fire Department and have attained at least the rank of Driver/Engineer (F48-01). Fire Department Captains have promotional preference for this position provided they successfully complete the selection process. If there are an insufficient number of Captain applicants for the Fire Training Officer positions available or an insufficient number of Captains fail to successfully complete the selection process the position will be filled with the best available Driver/Engineer(s) (F48-01). This position is not eligible for lateral transfer to a Captain position unless previously held by the incumbent. No one can transfer to this position without satisfactorily completing the testing and selection process for Fire Training Officer. Selection will be based upon the final ranking as determined by a raw passing score on a written examination and an oral interview within the constraints described above.

Material and Equipment Directly Used

Uses a variety of fire apparatus and equipment and related fire service tools. Uses classroom equipment such as audio-visual equipment projector. Uses a computer with various software applications. There may be times when use of personal vehicle may be required.

Working Environment/Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of over 100 pounds of force; work frequently sitting speaking or hearing using hands to finger handle or feel and lifting and occasionally requires standing walking climbing or balancing stooping kneeling crouching or crawling reaching with hands and arms tasting or smelling pushing or pulling and repetitive motions; work requires close vision distance vision ability to adjust focus depth perception color perception night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data visual inspection involving small defects and/or small parts using of measuring devices assembly or fabrication of parts within arms length operating machines operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires working near moving mechanical parts exposure to fumes or airborne particles exposure to outdoor weather conditions and Pressure vessels and occasionally requires wet humid conditions (non-weather) working in high precarious places exposure to toxic or caustic chemicals exposure to extreme heat (non-weather) exposure to the risk of electrical shock working with explosives exposure to vibration wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office light traffic).

Education

High school diploma or equivalent required. Associates degree in Fire Science preferred.
