Job Description

Position Information

Ensuring Excellence in Housing Operations and Administration.

The Department of Community Services (DCS) is seeking a Housing Services Administrator to oversee theirCommunity Assistance Division. Located in Honolulu and under the general direction of the Director with broad latitude for exercise of independent judgment the Housing Services Administrator is directly responsible for administering housing-related services and programs designed primarily to serve low and moderate-income individuals and families including rental assistance property rehabilitation and homeownership.

Duties include but are not limited to:
  • Directing and coordinating the activities services programs and projects of the Community Assistance Division including rental assistance property rehabilitation and homeownership.
  • Coordinating housing activities and services with other divisions and officers of the department and with other public and private agencies.
  • Driving a motor vehicle to site visits community events and meetings with other agencies the general public and division employees and customers.
  • Preparing short and long-term goals and objectives and outlines measures to insure that the goals and objectives are met on a timely basis.
  • Coordinating and directing the preparation of plans schedules requirements standards staffing budgets forms etc. as they relate to programs and projects of the Division.
  • Planning and directing the preparation of rules regulations policies and procedures for effective operation and timely execution of program and projects.
  • Keeping abreast of and interprets City State and Federal circulars memos rules and legislation as they relate to housing services programs and preparing policies and procedures in carrying out appropriate programs and projects.
  • Responding to concerns of program participants applicants and others.
  • Preparing reports as required to Director Mayor City Council Federal and State agencies and community organizations.
  • Maintaining contact with U.S. Department of Housing and Urban Development officials to insure that appropriate federal regulations and policies are adhered to.
  • Performing other related duties.

Minimum Qualification Requirements

At the time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with a bachelors degree in business or public administration sociology city planning or a related field.

In order to receive credit for the education a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Six (6) years of professional (post-bachelors degree non-clerical) experience involving community planning urban renewal or related activities two (2) of which shall have been in a supervisory capacity.

Such experience must have demonstrated knowledge of: principles of administration; Federal State and local laws codes ordinances and standards relating to rental assistance property rehabilitation self-sufficiency and homeownership; principles and practices of human relations; local lending policies and practices; principles and practices of research and sources and uses of socio-economic information; report writing. And the ability to: plan assign coordinate and direct the work of subordinates engaged in rental assistance property rehabilitation self-sufficiency and homeownership assistance; organize research and surveys and evaluate data collected; formulate policies and procedures for the implementation of housing services programs; review reports and recommendations and make effective decisions; prepare and justify budget requests; prepare and deliver speeches before business and community groups; prepare narrative plans and reports on housing services programs; maintain effective working relationships with the public and with representatives of various governmental agencies.

Desirable Experience: Professional managerial experience in planning and directing the activities of (1) a housing assistance or housing development program including experience with interpreting and applying Federal State and local housing and urban development (HUD) requirements or (2) a social services program involving the interpretation and application of Federal State and local laws rules and regulations.

Non-Qualifying Experience:
Having the required number of years of experience will not in itself be accepted as qualifying for this position. Your overall experience must reflect the scope and level of responsibility that demonstrates the ability to perform the duties of this position and the possession of comparable knowledge skills and abilities.

LICENSE REQUIREMENT:
Possession of an appropriate valid drivers license as required.
