The Director of Housing Programs Landlord Relations provides high-level leadership and management of HOMs teams and services for landlord relations in housing programs. Landlord relations begins with the initial engagement and recruitment of landlords using HOMs Threshold brand and includes ongoing support and retention of landlords in housing program participation. The Director of Housing Programs Landlord Relations oversees the creation and maintenance of systems that aligns HOMs housing programs to provide the most efficient effective and consistent delivery of services to landlord partners. The Director of Housing Programs Landlord Relations directly supervises the Landlord Engagement Supervisor Housing Inspections Supervisor Landlord Support Supervisor and Accounting Specialists. The Director of Housing Programs Landlord Relations is an exempt position with the classification of Executive.
Primary Job Responsibilities:
Program Management & Development
- Direct oversight and responsibility for the day-to-day operations and management of the landlord relations department including Landlord Engagement Housing Inspections Landlord Support teams as well as Threshold and HOM Inc. external communications.
- Direct the day-to-day operations and execution of landlord outreach marketing onboarding and retention services along with inspections to promote homeless programs and housing stability of HOM tenants.
- Oversee operational and program spending of Threshold-related funds including risk mitigation fund spending marketing expenses and vendor procurement.
- Oversee the administration of Arizonas Padmission Connect instance a database of landlords and properties that is used to assist program participants in identifying rental properties for tenancy in housing programs.
- Oversee tracking and collection of multiple measures of performance to consistently demonstrate effectiveness and efficiency.
- Coordinate with service providers and partners to resolve landlord complaints or ensure adequate programmatic responses and assistance to participant housing issues or behavioral health crises to improve participant and landlord retention.
- Monitor customer service to ensure relationships with program participants landlords partners and contracting agencies are maintained in accordance with contract obligations and CEOs expectations.
Program Leadership:
- Lead cross-departmental efforts to address concerns with and from partnering landlords.
- Supervise the department supervisors including training direction of work appraisal of productivity and efficiency delivery of feedback and coaching and ongoing support to enable their supervisory and programmatic success.
- Oversee and assist in the development of training materials and curriculum for Landlord Relations department staff.
- Create professional development plans for all direct reports and strengthen the development of middle management to build a talent pipeline that encourages internal growth.
Community Relations:
- Develop and maintain strong relationships with community stakeholders in health and human services particularly in behavioral health homeless services and the Continuums of Care (CoC).
- Develop and maintain strong relationships with community stakeholders in the state and local housing industry including the Arizona Multi-housing Association (AMA) consistently representing housing first people-centered solutions to homelessness.
- Convene and facilitate a Landlord Advisory Council to inform Threshold outreach and products.
- Assure that HOM and its mission programs and services are consistently presented in a strong positive image to relevant stakeholders.
Strategic Support and Project Management
- Facilitate the execution of company-wide strategic initiatives and regional operational improvements.
- Lead project management efforts ensuring timely execution and successful implementation of key initiatives.
- Assist in goal setting tracking and accountability for organizational objectives and key results (OKRs).
- Provide decision support by gathering analyzing and presenting data to leadership.
- Organize manage and facilitate meetings with the leadership teams.
- Support internal communications to enhance employee engagement workplace culture and alignment with organizational values.
Program Payment Support
- Ensure Accounting Specialists are following HOM standards for documentation division of duties and internal controls.
- Monitor program payments processed by Accounting Specialists to landlords and utility providers
- Support Accounting Specialists banking responsibilities in the online banking platform.
- Facilitate Accounting Specialists accounting and reporting support to HOM leadership across departments and programs.
- Assist in the preparation monitoring and management of departmental and organizational budgets identifying trends variances and areas for improvement.
Essential Skills:
- Proven critical thinking skills in decision-making situations good organizational and record-keeping skills and good independent judgment.
- Highly effective written and verbal communication skills and experience working with different communication styles.
- Ability to tactfully resolve/mediate issues between landlords and tenants.
- Proficiency in housing market analysis rental comparisons and data analysis.
- Proficiency in Microsoft Office 365 applications including SharePoint OneDrive Teams Planner Outlook Word Excel etc.
- Advanced organizational skills with aptitude for project management and multitasking to manage multiple concurrent assignments.
- Expertise in presenting to and maintaining professional relations with team members community organizations and partner organizations via written verbal and in-person communications.
- Strong sense of ownership of work processes and outcomes.
Other Skills and Requirements:
- Team Member will have unrestricted access to sensitive information that may include PII and PHI which requires adherence to HOM Security and Privacy Policies.
- Team Member may use or disclose PII or PHI through the course of their Financial and Human Resources duties listed above. All use and disclosure are subject to procedures outlined in Section 1.10 of the HOM Privacy Policies.
- Demonstration of performance and attributes contained within the four (4) focus areas of HOM Inc.s Competency Model: Emotional Intelligence Expertise Ethics and Excellence.
- Willingness to travel and make multiple visits in the field.
- Current Arizona Drivers License and automobile insurance.
- Willingness to perform duties as needed or as assigned.
Education and Training:
- Experience in leasing real estate city planning/public policy subsidy programs or sales highly desired but not required.
- Understanding and commitment to fair housing housing first and trauma informed care principles in ending homelessness.
- Minimum of seven (7) years experience as a regional property manager in the multifamily housing industry homeless services or other similar setting is preferred.
- High school diploma required. Associates and/or bachelors degree is preferred.
