DES is seeking an experienced and highly motivated individual to join our team as a Deputy Chief Financial Officer (CFO) for the Division of Financial Operations (DFO). This position provide leadership and overall direction to the Financial Services Administration the Office of Procurement and the divisional partners within the Business Administration units; provide guidance and mentorship to DFO team members and divisional partners and assist in mitigating risk to the Department through the mentoring processes across all levels of DFO teams; act as the primary point of contact for state-level budget administration and projects including all financially related analysis and reporting; serve as oversight for grant management federal funding oversight internal controls related to divisional use of allocated funding and provide partnership to other divisions as needed to ensure financial management is consistent and compliant; will serve as a bridge between users of financial data programmatic data and technical resources; and may act as the CFO during absences.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:

Provides leadership to the Division of Financial Operations and to business and financial teams across the Department on financial accounting procurement and reporting and analysis functions.
Acts as a mentor to team members and works to develop tools and resources to grow their knowledge and mitigate financial risks.
In collaboration with the leadership team the Deputy CFO sets a strategy for the Division and works to remove barriers so that those implementing the strategy can be successful.
Leads the Divisions Financial Services team which develops sophisticated resources to better utilize the financial human resources and purchasing data available in order to support more effective analysis and problem-solving.
Supports the Departments annual budget submission to the Office of Strategic Planning and Budgeting and the Joint Legislative Budget Committee as required by statute.

Knowledge of:

Expert in financial accounting methods.
Advanced knowledge of principles concepts practices methods and techniques of government accounting and financial management analytical and reporting methods and tools.
Advanced knowledge of budget procedures and grant management.
Performance Management (PM) and Continuous Quality Improvement (CQI) and Lean methodologies.

Skills in:

Multiple leadership and supervision techniques including interpersonal skills and building and maintaining professional working relationships and emotional intelligence.
Excellent grant management budgetary financial management and accounting and auditing.
Demonstrated ability to balance prioritize and organize multiple tasks.

Ability to:

Build strong relationships inside and outside the organization.
Analytically and logically resolve issues interpret findings and arrive at sound accurate judgments and decisions.
Produce high-quality deliverables under short time constraints and for a sustained period of time synthesize large volumes of information.

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agencys ability to reasonably accommodate any restrictions.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
