Job Description

$58786 - $65825 DOE and licensure(Full salary range up to $73500 for long-tenured staff currently in position or other exceptional circumstances.)

Summary/objective:

The Program Evaluation Administrator is responsible for data collection analysis reporting data driven conversations for informed decision-making data quality and completeness and communicating program impact. Position also supports the Advocacy & Strategy Manager with the strategic framework surveys database development and overall data processes to enhance programs and client experience. Includes primary management support and monitoring of the Penelope database and analysis/input for the Family and Community Impact Program areas who work with over 300 residents alumni and children annually in financial educational employment and other housing-embedded supportive services for adults. (This is not a scientific/mathematical or an IT position.)

Essential Functions and Responsibilities:

  • Organization Wide Data and Technology Administration
  • Works with the Advocacy & Strategy Manager to support strategy and data operations.
  • Support the Advocacy & Strategy Manager in work around the longitudinal data set and supporting the organizations data infrastructure.
  • Support the Advocacy and Strategy Manager in data training and presentations.
  • Oversee the annual Warren Village Resident Survey.
  • Support the creation management and analysis of surveys.
  • Monitor grant funding requirements track progress and supply requested reports.
  • Provide direct support to the Advocacy & Strategy Manager as needed.
  • Manage and maintain data systems outside of Penelope as necessary.
  • Ensure quality and accuracy of program data records (all sites) and other departments as directed by the Advocacy & Strategy Manager.
  • Uphold data ethics and maintain data privacy for all residents alumni children and staff.

  • Family and Community Impact Programs Data and Technology Administration
  • Design ongoing measurement analysis and reporting.
  • Ensure quality and accuracy of program data records (all sites) and other departments as directed by the Advocacy & Strategy Manager. Ensure monthly staff data entry.
  • Collaborate with leadership and the Advocacy & Strategy Manager to develop new strategies for program evaluation and data management.
  • Prepare data presentations and lead conversations that center data to drive progress and support data-informed decision-making as needed.
  • Work with department leadership directors and managers to streamline data collection and analysis across programs tailoring to unique program needs.
  • Be a thought partner with the Advocacy & Strategy Manager provide data guidance to staff and program leadership on strategic planning conversations.
  • Support Family and Community Impact Programs in the Strategic Framework process and coordinate staff data submittal in TrackVia; participate in trainings and meetings to support the implementation and development of TrackVia.
  • Serve as Warren Villages Homelessness Management Information System (HMIS) administrator; coordinate HMIS database management and monthly data submission monitor department data for accuracy and completeness and coordinate annual MDHI Point In Time Survey.
  • Stay apprised of developments in EMPaths evaluation framework and other best practices in evaluation and serve as contact with EMPaths Research and Evaluation Department as needed.
  • Primary administrator of Penelope database and contact with Bonterra software vendor.
  • Provide reporting and analysis support for Penelope case management software.
  • Manage custom reporting or programming needs directly with software vendor from beginning quote to final implementation.
  • Oversee accurate program data records constituent data attachments program documentation and other information including compilation of monthly program data reports and statistics.
  • Perform Penelope onboarding tutorials training reporting and support to staff.
  • Strategize and manage implementation of data enrichment services determining the best use of Penelope to accomplish the goals of Warren Village.
  • Provide customer service for resident experience in Penelope (create client connect accounts manage Add Me feature etc.)

Minimum Qualifications:

  • Bachelors Degree (BS/BA) from four-year college or university in Business Mathematics Data-Related Human Services or another related field; or 8 years of related experience may be substituted for education.
  • Two years previous database management experience.
  • Advance level and demonstratable Excel skills.

Preferred education and/or experience:

  • Two years demonstrated experience working in a non-profit environment with Social Work Sociology Education Human Services or a related field experience.
  • Two years demonstrated experience with analysis data visualization and reporting.

Work Environment: The working environment is that of a typical office setting across sites. The employee is occasionally exposed to moving mechanical parts from filing cabinets printers and computers etc. The noise level in the work environment is usually quiet to moderate.

Physical Demands: While performing the responsibilities of the position the employee must constantly be able to remain in a stationary position 50% of the time; occasionally move about inside the office to access file cabinets office machinery etc. Constantly operates a computer and other office productivity machinery such as a calculator copy machine and computer printer. Frequently communicates information and ideas so others will understand; must be able to exchange accurate information in these situations. Must have the ability to observe details at close range.
