The School District
School District No. 8 (Kootenay Lake) is located in the southern interior of British Columbia Canada in a region called The Kootenays. The District serves a number of individual communities including Crawford Bay Creston Kaslo Meadow Creek Nelson Salmo Slocan South Slocan Winlaw Wynndel Yahk and the surrounding rural areas within a large geographic area consisting of two time zones.
The district provides education for approximately 5000 learners with a staff of approximately 900 and an operating budget of approximately $70 million.

Qualified applicants are being sought for the position of Manager of Payroll & Benefits in School District No. 8 (Kootenay Lake). The Manager Payroll & Benefits position is a member of the district management team reporting to the Secretary- Treasurer. It is an excluded Manager-level position. The anticipated start date for the position is July 1 2025.
The Role
The Manager of Payroll & Benefits will be responsible for developing and maintaining financial systems and records pertaining to payroll and benefits as well as District and Ministry of Education policies and guidelines including:
Supervision of all aspects of the districts payroll and benefits systems including but not limited to salaries benefits pensions seniority vacation banked time and teacher increments
Execution and/or supervision to ensure execution of accurate and timely payroll to exempt staff teachers and CUPE staff
Direct supervision of payroll staff; indirect supervision of accounting and other staff to assure throughout the organization to assure adhesion to finance and payroll procedures.
Training to payroll and benefits staff including training on policy collective agreements and legislative interpretations
Preparation and/or supervision as required to prepare other Ministry of Education and Government reports including EDAS LIGER and the annual SOFI
Responsible for responding to queries from and providing correspondence to CRA Worksafe BC and Pension Corporation
Development and maintenance of financial controls pertaining to payroll and active role in financial control processes. Collaborate with human resources staff to ensure alignment and execution of payroll to new and existing employees
Maintain an extensive knowledge and practical understanding of all district collective agreements benefits plans and pensions
Understands financial procedures particularly payroll and benefits procedures and suggests improvements to such procedures as needed
Lead and/or assist in process of obtaining improved benefit plan terms
Responsible for the maintenance of all payroll and benefits accounts within the Chart of Accounts and configuration parameters in S.D.S. (School District Systems) admin software for school district
Experience in accounting and budgeting practices and year end processes
Superior analytical and proven problem-solving skills
Knowledge of privacy legislation and regulations related to payroll and benefits and ability to maintain confidentiality on all discussions with staff on all matters related to the position
Ability to effectively assess and manage multiple priorities and meet deadlines in a challenging environment
Ability to establish and maintain effective working relationships between departments
Demonstrated willingness and ability to face sensitive employee relations situations and take the appropriate action seeking the input of senior management as required
The successful applicant will possess:
A high degree of technical knowledge of financial systems and payroll systems management
Strong Excel skills
Good organizational skills and high degree of self-motivation
Strong leadership and problem-solving skills with the ability to make decisions
Positive management and interpersonal style for people and issues
A valid BC Drivers license
Education
CPA Payroll Compliance Practitioner (PCP) designation and Certified Payroll Manager (CPM) designation.
Business Degree or Diploma in Accounting or Business Administration with specialization in accounting.
Two years experience in payroll and benefits administration including experience working with collective agreements preferably with the public education sector.
Specific knowledge of the current payroll system utilized by School District No. 8 (Kootenay Lake) would be an asset.

Salary
The recruiting salary range for this role is $82515 to $103144. When determining salary years of education and experience will be considered. Further details would be discussed in a personal interview. SD8 No. 8 (Kootenay Lake) also offers a competitive benefits package and pension. The start date for the position is July 1 2025.
