Reporting to the Director Financial Services the Manager Payroll Services is responsible for overseeing and leading Payroll and the Payroll team to ensure compliance with federal and provincial regulations the collective agreement and internal university policy.
The Manager Payroll Services manages UFVs payroll systems processing payroll timely and accurately. The role participates in cross-departmental projects and ensures accurate reporting and cost monitoring. The Manager provides leadership performance management and development to ensure the Payroll team successfully meets departmental and university-wide initiatives and goals.
A Degree in Accounting Finance or Business Administration.
A Certified Payroll Manager (CPM) designation.
Minimum five (5) years progressive experience managing payroll in a complex unionized environment.
A Chartered Professional Accountant (CPA) designation is an asset. Experience in a publicly funded institution is preferred.
Demonstrated experience applying collective agreement provisions to payroll administration.
Extensive knowledge of Public Sector Accounting Standards (PSAS) as they relate to payroll.
Thorough understanding of federal and provincial payroll regulations including the Income Tax Act Employment Insurance Act Canada Pension Plan Municipal and College Pension Acts and WorkSafe BC.
Strong understanding of internal controls and auditing best practices.
Proven ability to meet strict deadlines and maintain high service standards in a dynamic high-volume environment.
Demonstrated ability to support team productivity and systems efficiency.
Proficient in financial information systems for payroll and benefits administration record-keeping analysis and reporting; experience with integrated ERP systems (e.g. Banner) and Microsoft Office 365 (Excel Access Outlook); familiarity with Millennium FAST is an asset.
Excellent written and verbal communication skills including the ability to convey complex financial information to non-financial audiences.
Demonstrated discretion judgment tact diplomacy and ability to maintain confidentiality; strong attention to detail.
