Job Description

Parker Water & Sanitation District (PWSD) is seeking an experienced and collaborative financial executive to serve as its next Chief Financial Officer (CFO). This is a compelling opportunity for a visionary leader who is motivated by the challenge of guiding a growing utility through strategic financial stewardship enhanced operational efficiencies and outstanding customer service. The CFO is a key member of PWSDs executive leadership team and reports directly to the District Manager. This individual plays an instrumental role in shaping the long-term financial sustainability of the District while helping advance its mission to deliver exceptional water and sanitation services to the community. The CFO has the unique opportunity to shape the fiscal and service future of a district that plays a vital role in the quality of life for residents and businesses throughout the region.

The CFO oversees and directs all financial functions for the District including accounting treasury budgeting investments and procurement. Additionally this position is responsible for customer-facing operations including billing customer care and field services. This dual emphasisfinancial stewardship paired with service deliverypositions the CFO as a critical bridge between fiscal integrity and community trust.

As the District continues to grow and evolve the CFO ensures PWSDs financial resources are managed in alignment with best practices applicable regulations and strategic priorities. The CFO leads efforts to maintain the safekeeping and appropriate use of all financial assets ensure accurate and timely reporting and implement process improvements to increase efficiency and accountability across functions. This position oversees complex areas such as bonds and loans rate and fee analysis and the implementation of cost-of-service principles. The CFO also ensures the administration of the Districts extensive insurance programs including risk mitigation strategies.

The CFO directs and supports the Finance Procurement Customer Care and Billing teams building a culture of engagement and performance. This includes fostering professional development holding regular one-on-one meetings identifying coaching opportunities and aligning staff priorities with organizational goals. The CFO also supports a wide range of administrative and strategic functions including annual audits capital planning long-range financial forecasting internal controls and enterprise services. In doing so the CFO provides critical input to the District Manager Board of Directors and other executive team members.

Internally the CFO maintains strong collaborative relationships with peers in Operations Engineering and Technology Services ensuring financial and business services align with program and project needs across the organization. The CFO plays a central role in facilitating cross-departmental communication budgeting for capital improvement projects and supporting the design and delivery of enterprise-wide initiatives. They also work closely with external partners including state and regional agencies bond and credit rating agencies and neighboring water districts on joint initiatives and shared financing models.

The CFO is adept at translating complex financial data into actionable insights for decision-makers and stakeholders. They routinely communicate with the District Manager executive team Board of Directors outside agencies and the public. This includes preparing budget presentations responding to detailed financial inquiries and presenting key performance data and strategic forecasts.

The Priorities

  • Assume an integral leadership role in the water supply project a $1.2 billion investment critical to ensuring resilient renewable water for the future. Collaborate to bring on key partners manage project planning funding and design/construction timelines.
  • Continue to advance long-term financial sustainability. Articulate a clear transparent vision and convey the importance of completing a long-term financial plan that includes 3 10 and 30-year horizons.
  • Prepare the organization for growth and encourage innovative solutions-oriented thinking. Collaborate with the team to standardize and evolve internal processes to support the quickly expanding customer base.
  • Lead the 2026-27 bond sale. Effectively collaborate with consultants while fully owning the process from preparation to issuance.
  • Modernize and integrate critical systems. Ensure the successful implementation and adoption of the new CIS complete the CMMS rollout to align with asset management and operational efficiency goals and lead the selection and implementation of a new ERP system to enable data-driven decisions and improve internal operations.
  • Lead annual rate and fee assessments and studies. Properly articulate any proposed increases aligning funding strategies with infrastructure and service needs.
  • Centralize the purchasing functions and hire a new procurement lead.
  • Effectively communicate the organizations financial position. Build and maintain trust with the Board and broader stakeholders by offering clarity transparency and regular financial education.

Qualifications

At least ten years of progressively responsible experience in finance leadership and customer service with a minimum of five years in a management capacity is required. Utility experience is highly desired including a background in bonds rates and fees. Experience in developing performance benchmarking and service level measures is critical. Strong budget and audit experience is essential as is banking and investment expertise. Prior experience working with a board or governing body is required.

A bachelors degree in finance accounting public administration or related field is required. A Certified Public Accountant (CPA) or Master of Business Administration (MBA) is required. The CFO must have a Motor Vehicle Record within the Acceptable or no less than Borderline rating according to the Vehicle Policy.

Established in 1962 Parker Water & Sanitation District (PWSD) is a mission-driven forward-thinking utility that provides secure long-term high-quality water and wastewater services to more than 60000 residents across Parker Colorado and portions of Lone Tree Castle Pines and unincorporated Douglas County. As a non-profit public agency PWSD is committed to responsibly managing water resources while delivering exceptional service and long-term value to its customers. PWSD operates within a 43.5-square-mile service area located in the rapidly growing southeastern Denver-Metro region. It currently serves approximately 21500 accounts and anticipates serving 35000 accounts at build-out. The Districts customer base continues to expand as development progresses particularly in the western and southwestern portions of the service area. With this growth PWSD is strategically focused on capacity planning resource sustainability and infrastructure resilience.

To meet the demands of a growing population and ensure a sustainable water future PWSD utilizes a diverse portfolio of water sources including the Denver Basin Aquifer Cherry Creek Newlin Gulch and the Water Infrastructure and Supply Efficiency (WISE) partnership. PWSDs approach to water supply management is dynamic and responsive accounting for seasonal demand drought conditions and long-term availability. The Rueter-Hess Reservoir and its associated Water Purification Facility serve as a cornerstone of this strategy providing critical storage and treatment capacity.

PWSDs infrastructure includes:

  • 364 miles of potable water distribution pipeline across four pressure zones
  • 13 potable well facilities including both shallow alluvial wells and deep aquifer wells
  • Seven ground storage tanks to support daily demand and fire protection
  • Five booster pump stations and multiple pressure-reducing valves for zone-to-zone water movement
  • A network of lift stations that convey wastewater from lower elevations to the Districts treatment plants
  • A newly modeled and expanding water reuse system to enhance sustainability and maximize resources

Compensation and Benefits
