Job Description

THE POSITION

The Pennsylvania Department of Transportation (PennDOT) is seeking to fill the position of Administrative Officer 1 within its Risk Management office specifically for the Dealer Audit Section as a Field Auditor. This role entails performing comprehensive administrative audits and conducting site evaluations of agent and messenger services which encompass both online messengers and participants in the online registration program. The primary objective of these audits is to ensure that all operational processes and procedures adhere to the stipulations outlined in the Vehicle Code relevant Department Regulations and applicable contracts. DESCRIPTION OF WORK

This employee operates within the Central East Pennsylvania region encompassing Schuylkill Berks Lehigh Northampton Carbon and Monroe Counties. Their primary responsibility involves conducting administrative audits and site evaluations of agent and messenger services which include online messengers and participants in the online registration program. The goal of these audits is to ensure adherence to established processes and procedures in compliance with the Vehicle Code Department Regulations and relevant contracts. The employee performs on-site audits and meticulously reviews documentation to detect any fraudulent activities associated with title and registration policies. They interpret and apply regulations derived from agent and messenger contracts to guarantee that all operational policies are being properly implemented.

In addition to these responsibilities the employee conducts thorough examinations of all financial documents related to the titling and registration of motor vehicles ensuring that the correct fees are accurately submitted to the Department. They analyze audit data procedures policies contracts and agreements to develop comprehensive audit findings and recommendations which are then communicated to the Section Manager. When violations are identified the employee recommends appropriate sanctions against contractors and may suggest immediate corrective actions during an on-site audit if significant violations are discovered. Such recommendations require management approval. Furthermore the employee identifies and proposes training needs for contractors to enhance compliance and operational efficiency.
