Citra is a Swiss company at the forefront of innovative building technology. Our proprietaryconstruction methods enable rapid highly resistant and durable building solutions. We arecommitted to supporting Ukraine in its reconstruction efforts with an initial focus onresidential housing. Citra plans to deploy a mobile factory in Ukraine aiming to produce1500 housing units annually. Citra has applied for a reconstruction grant from theSwiss Government. Should the funding be approved Citra will need to rapidly expandits team in Ukraine. Since the operations would then be backed by international fundingstrict adherence to international reporting standards and full compliance with all relevantregulations would be required. The Citra Ukraine team will be an integral part of ourinternational organization working in close collaboration with our experienced South Africanteam of architects engineers and project managers who will oversee significant aspects of
planning and project management.
Role Summary
Citra Ukraine is seeking a proactive and wellconnected Lead Property Pipeline & LandScout. This individual will play a vital role in fueling Citras mission by assisting our captiveclient property fund MiDim in identifying evaluating and securing a robust pipeline ofwelllocated land suitable for largescale residential development. The successful candidatewill leverage their extensive knowledge of the Ukrainian land market and strong network tosource opportunities from government entities (for purchase or longterm lease) and privateowners ensuring a steady flow of viable sites to meet Citras annual target output of 1500units.
Key Responsibilities
Land Identification and Sourcing:
Conduct comprehensive market research and analysis to identify and evaluate potential land parcels in strategic locations across Ukraine suitable for residential development preferably in areas listed in the Dream Pipeline.
Proactively build and manage a pipeline of land acquisition and longterm lease opportunities.
Develop and maintain strong relationships with government bodies (national regional and municipal) involved in land management and allocation as well as with private landowners real estate agencies developers and local communities.
Opportunity Assessment and Due Diligence Support:
Conduct initial site assessments including evaluation of location accessibility infrastructure availability and preliminary suitability for Citras building technology and the captive clients development plans.
Gather initial information on land plots including ownership status
designated use and potential encumbrances.
Support the captive client and Citras legal/technical teams in the due diligence process including aspects related to legal status zoning compliance environmental considerations and technical feasibility.
Negotiation and Acquisition Support:
Assist and support the captive client property fund in negotiations with government authorities and private landowners for the acquisition or longterm lease of targeted land parcels.
Prepare initial proposals and presentations for potential land opportunities.
Market Intelligence and Regulatory Navigation:
Stay abreast of developments in the Ukrainian real estate market land prices and relevant legislation.
Understand and navigate Ukrainian land laws zoning regulations permitting processes and procedures related to land transactions and development rights.
Collaboration and Reporting:
Work in close daily collaboration with the management of the captive client property fund to align on land requirements and acquisition strategy.
Liaise with the Citra Ukraine Country Manager and Citras international property development team to ensure sourced land aligns with operational and strategic objectives.
Maintain accurate records of all land scouting activities potential sites contacts and progress in a pipeline management system.
Provide regular reports to the Country Manager and relevant stakeholders on pipeline development and market conditions.
Reporting to: Ukraine Country Manager with close collaboration with Citras internationalproperty development team and the captive client property fund in Ukraine.
Required Qualifications and Experience
Education: Bachelors or Masters degree in Real Estate Land Management Urban Planning Architecture Law Economics Business Administration or a related field.
Experience:
A minimum of 57 years of proven experience in land acquisition real estate development property brokerage or a similar role focusing on land sourcing within Ukraine.
Demonstrable track record of successfully identifying and contributing to the securing of land parcels.
Verifiable experience in dealing with Ukrainian government bodies regarding land transactions (e.g. auctions leases privatization) and/or negotiating with private landowners and entities.
Knowledge:
Indepth knowledge of the Ukrainian land and real estate market including current trends pricing and key players.
Strong understanding of Ukrainian land legislation property rights zoning laws and the land registration process.
Skills:
Exceptional networking interpersonal and relationshipbuilding skills.
Strong negotiation and persuasive communication abilities.
Proficiency in Ukrainian is essential. Proficiency in English (for internal
reporting and communication with international teams) is highly desirable.
German proficiency is an advantage.
Network: An existing strong network of contacts within relevant Ukrainian government agencies local authorities and the real estate community.
Preferred Qualifications
Legal background with a specialization in Ukrainian property or land law.
Experience working for or closely with property development funds or largescale developers.
Familiarity with GIS tools and land mapping software.
Ukrainians living in Switzerland with a Status S permit will be given preference.
