Summary:
Responsible for the overall management of the districts curriculum and instruction department. Ensure that the development and delivery of curriculum and the instructional program is effective and efficient incorporates district goals and supports student achievement.
Qualifications/Education:
- Masters degree in education administration from accredited university
- Valid Texas MidManagement or other appropriate Texas administrative certificate
- 35 years experience in instructional leadership roles preferred

Major Responsibilities and Duties:
Instructional and Program Management:
- Oversee the development and delivery of curriculum and instructional programs including intervention and special programs that incorporate district goals and support student achievement.
- Participate in the districtlevel decisionmaking process to establish and review the districts goals and objectives and major classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problemsolving techniques.
- Monitor and reevaluate any and all instructional programs on an ongoing basis using input from teachers and principals applied research and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate including all Special Programs.
- Ensure the alignment of the districts curriculum with TEKS.
- Ensure that the necessary time resources materials and technology to support accomplishment of education goals are available.
- Collaborate with curriculum coordinators principals teachers and other instructional staff to develop maintain and revise curriculum documents based on a systematic review and analysis.
- Engage instructional staff in evaluating and selecting instructional tools and materials to meet student learning needs.
- Actively support the efforts of others to achieve district goals and objectives and campus performance objectives (academic excellence indicators).
- Oversee staff/professional development programs by planning organizing implementing developing assessment data reports and providing effective activities that support instructional programs incorporate input from teachers and principals and are consistent with the districts mission to improve and implement a high level of instructional practice in the classroom.
- Develop and coordinate the longrange plan of staff/professional development days Reading Academies New Teacher Academies Mentorship Academy etc.
- Secure consultants specialists and other community resources to deliver training programs.
- Coordinate and participate in the implementation of the designated appraisal systems TTESS and TPESS.
- Oversee the District Testing Coordinator (DTC) and corresponding data.
- Coordinates plans and implements state bilingual assessments as DTC.
- Conduct PLC meetings with principal and teachers.
- On a monthly basis meet with and evaluate principals ensuring student performance data is reviewed.
- Coordinate and supervise the following districtimplemented programs to include but not limited to summer school program tutorials clubs charter league mentor lead teacher and interventionist programs.
Policy Reports and Law:
- Implement the policies established by federal and state law State Board of Education rule and local board policy in curriculum and instruction area and ensure compliancy.
- Assists the Superintendent to meet all mandates and requirements for federal and state funded programs.
- Assists the Superintendent to develop annual reports for Local Educational Plans Coordinated Compliance Review and consolidate applications.
- Coordinates the establishment of procedures timelines preparation of necessary forms and letters assignment of workshop sites and all other practical elements of inservice training.
- Develop compile maintain and file all reports records and other documents and provide as required and requested.
Budget:
- In collaboration with the Finance Department develop and administer the curriculum and instruction budget based on documented program needs and ensure that operations are cost effective and funds are managed prudently.
- In collaboration with the Finance Department assist Superintendent to prepare and administer centralized state and federal project budgets.
- Coordinate and monitor all stipend and incentive programs to ensure programs are managed accurately and productively during the academic year.
Personnel Management:
- Assist the Human Resources Department in preparing reviewing and revising job descriptions in curriculum and instruction department as well as any other pertinent onboarding publications and materials.
- Monitor and evaluate job performance of principals with TPESS to ensure effectiveness.
- Model and teach struggling teachers.
- Meets regularly with principals and teachers to establish future goals and identify specific training needs of the districts personnel including certified and noncertified teachers.
- Assist in selecting training evaluating and supervising staff and make recommendations relative to assignment retention discipline and dismissal.
- Assist in mediating student and personnel issues at campus with principal sitebased committee etc.
Communication:
- Establish and maintain a professional relationship and open communication with principals teachers staff parents and community members.
- Ensure that established goals and expectations related to implementation of the curriculum and instruction programs including major trends and developments are communicated clearly consistently and in a timely manner.
Community Relations:
- Articulate the districts mission instructional philosophy and curriculum implementation strategies to the community and solicit its support in realizing districts mission.
- Demonstrate awareness of districtcommunity needs and initiate activities to meet those needs.
- Use appropriate and effective techniques to encourage community and parent involvement.
- Monitor parent education programs in the district.
Other:
- Prepare and deliver written and oral presentations on curriculum and instruction issues to the board principals teachers parents and community groups when necessary. Attend meetings of the board as requested.
- Prepares assessment reports for the school board on benchmarks/Interims district wide performance assessments STAAR testing Fitnessgram etc.
- Stay abreast of current research and best practices in curriculum and instruction and adjust plans policies and procedures accordingly. Stay abreast of state and federal policy changes that could impact the district.
- Serves as a state and federal projects program reviewer and as a resource to assure successful preparation for a review.
- Assists campus site advisory committees in the development implementation and evaluation of school improvement plan evaluations as necessary.
- Works with designated committees of teachers principals and other members in specific programs and projects and coordinates assessment committees that develop district change and direction for the school year.
- Follow district safety protocols and emergency procedures.
- Performs other duties as assigned by the Superintendent.
Supervisory Responsibilities:
Supervise evaluate and recommend the hiring of curriculum coordinators and support staff in the curriculum department.
Equipment Used:
Computer telephone printer copier fax machine calculator and other standard office equipment and peripherals.
Working Conditions:
Occasional absences are understood but regular attendance is required. Frequent district wide travel and occasional statewide travel is required. Employee may work prolonged or irregular hours. While performing the duties of this job the employee is regularly required to sit occasionally bend/stoop push/pull and twist. Repetitive hand motions including frequent keyboarding and use of mouse is required with occasional reaching. The employee must occasionally do light lifting and carrying (less than 15 lbs.). The employee is occasionally required to stand walk and reach with hands and arms. Employee must work with frequent interruptions and maintain emotional control under stress.
In accordance with TEA regulations STET/HMPS will provide virtual/distance learning when it is necessary. This platform will be conducted either from a classroom or a location other than a school building as approved by the Superintendent. Employee will be subject to virtual/distance learning policies and procedures as set forth in the employee handbook.
