Job Description

PHMC is proud to be a leader in public health. PHMC requires all employees to be fully vaccinated for COVID19 before the first day of employment. We will offer the vaccination at no cost via our Health Centers.

JOB OVERVIEW:
This position is responsible for the overall administration of the ChildLink program including the planning development coordination management evaluation resource mobilization and enhancement of the programs components. These components include Registration Service Coordination AtRisk Monitoring Compliance Monitoring Translation and Interpretation Services Data and Information System Product Management Child Find Administration Billing System Planning and Administrative Activities. This position interfaces with potential Early Intervention Providers and Facilitates Contract Development with PHMC. The ChildLink Program Director reports directly to the Managing Director for Child Development and Family Services.

RESPONSIBILITIES:
Ensure program is in full compliance with state and local policies and procedures including staff initial and annual training requirements
Supervise and perform planning and analysis activities in relation to program development and operations
Identify and monitor fiscal reporting mechanisms for FeeforService billable services from delivery of services to reimbursement.
Manage staff recruitment and retention to ensure full program productivity
Provide direction and coordination in the use of PHMC data systems and in the use of Statewide internet based HCSIS/PELICAN application
Manage and supervise all employees within the ChildLink program
Ensure the timely delivery of services or products produced
Assure the quality of services and products produced
Direct and monitor the development of staff
Develop manage and adjust budget
Develop Child Find initiatives with goal of increasing new referrals
Liaise and work cooperatively with key funding entities from the State and City
Coordinate with Human Resources the implementation of personnel procedures from recruitment to terminations including disciplinary actions and performance evaluations
Perform other duties as assigned.

PERFORMANCE REQUIREMENT:
Develop monitor and manage program from a financial breakeven or better position each year.
Ensure that program is operating within established budget parameters.
Meet or exceed program productivity goal.
Maintain full staffing.
Maintain compliance with individual program requirements at or above 85%.
Develop review and revise quality improvement plans annually.
Ensure that all performance evaluations are completed on time.
Problem solve mentor and redirect staff as needed.
Ensure compliance with all PHMC administrative timekeeping and payroll requirements.
Ensure compliance with all PHMC personnel policies and documentation including those related to recruitment and orientation of new employees performance evaluations disciplinary actions and employment terminations.
Initiate activities and develop and carry out innovative ideas.
Work efficiently and effectively in a fast pace FeeforService environment.

EDUCATION AND EXPERIENCE:
Masters degree plus five years of administrative experience in public health social services public or business administration. Knowledge of Early Intervention programming.

SALARY:

Starting salary varies and it is based on education work experience and skills.
