Description

The Public Works Director is a fulltime atwill employee who is responsible for supervising directing and managing all Department Heads within the Summit County Public Works Division that includes the following Departments: Road & Bridge Engineering Summit County Resource Allocation Park (solid waste landfill & recycling) Snake River Wastewater Treatment Plant and Weed Control. The Public Works Director is accountable for the effective delivery of public services to the County and proper maintenance of the Countys public infrastructure. The Public Works Director plans coordinates implements and documents effective and responsible budgeting for all Departments within the Division. The Public Works Director is responsible for the completion and submission of such reports as may be required by the Managers Office and in maintaining the Divisions relationships with citizens other County departments and public officials. The Public Works Director must be able to assist and actively participate in the physical operations of every Department within the Division.

Examples of Duties

  • Reports to the Managers Office and works to implement and help mold the Strategic Plan by developing and implementing policies and programs that effectively address support and balance the affordability sustainability and livability of our dynamic and diverse community.
  • Develop and direct the implementation of goals objectives policies procedures and work standards for the Public Works Division.
  • Provide leadership to develop and retain highly competent public serviceoriented staff through selection compensation training professional development and daytoday management practices that support the Countys mission and values and ensure positive morale and high productivity of department staff.
  • Meet with community leaders and government officials to arrive at solutions to mutual development or public works related issues. Represent the Countys interests in a variety of state regional and local policy making groups in which issues concerning public works are impacted.
  • Working closely with other department heads and County staff to solve a broad range of service delivery community and administrative challenges; assembling necessary resources to solve a broad range of public works programmatic and service delivery issues.
  • Leads the Public Works Division Departments in preparation of longterm capital plans and annual budgets.
  • Responsible for supervising and reviewing the preparation of Public Works Division contracts for services material acquisition and construction.
  • Seeks and builds opportunities with other governmental agencies for funding and partnerships related to public works services and infrastructure that maximize the effectiveness of service delivery and infrastructure quality.
  • Ensures that the public works interests of Summit County are represented and considered during land use and development approvals.
  • Other duties and responsibilities as assigned.

Typical Qualifications

Education:

  • Minimum qualifications include a bachelors degree in civil engineering or related field from an accredited university.
Practical Experience:
  • At least five years of work experience in the public or private sector public works field with related management experience or equivalent are required. Equivalent combinations of education and experience may also be considered.
  • Experience working with the public in difficult situations a customer service orientation and ability to communicate effectively both verbally and in writing are a must.
Licenses and/or Certificates:
  • Licensed Professional Engineer in the State of Colorado preferred.
  • American Public Works Association and other trade association memberships preferred.
  • Valid Colorado Drivers License at time of appointment and throughout employment.
