Assistant Superintendent for Pupil Personnel Services

Duties and Responsibilities

The Assistant Superintendent for Pupil Personnel Services is directly responsible to the Superintendent of Schools and supervises and directs the daytoday operations of the Districts Pupil Personnel Services division. The Assistant Superintendent for Pupil Personnel Services chairs and serves on District committees as directed by the Superintendent and assists in the planning development and implementation of Board Policies and Administrative Regulations.

The Assistant Superintendent will develop and implement an aligned and coherent district framework for social and emotional learning create a comprehensive plan to address chronic absenteeism revise how the district approaches suspension discipline and school counseling supports and expand services and supports to families by levering family and community partnerships and supports a robust network of after school and summer enrichment supports and services to students.

The Assistant Superintendent for Pupil Personnel Services is responsible for providing leadership and direction for the planning implementation and assessment of the Pupil Personnel Services including Special Education Guidance and Counseling School Health Services Hospital/Homebound Services School Psychology School Social Work Dropout Prevention and/or other systems of support. Obligations include overseeing a team that provides a range of support services from counseling to healthcare to attending family engagement and afterschool and summer enrichment.

The Assistant Superintendent of Pupil Personnel Services ensures the effective operation of all Pupil Personnel Services by developing managing and supporting all resources essential to increasing student achievement This position is accountable for supervising and evaluating all appropriate staff in Pupil Personnel Services.

The job responsibilities of the Assistant Superintendent for Pupil Personnel Services include but are not limited to:

As a member of the Superintendents cabinet participates in the design development and implementation of the districts strategic plans for educational services; assures that the districts strategic plans are implemented monitored and updated as they relate to areas under his/her responsibility.

Oversees the planning and development of Family and Community Engagement services and supports.

Provide supervision and evaluation of Directors and Coordinators in the areas of student services health services parent programs enrichment programs intervention and prevention services centralized enrollment programs and safety programs

Establishes and assures the creation and enhancement of expanded learning opportunities and a robust network of afterschool and summer enrichment supports and services to students for students in the form of after and summer school enrichment programs by leveraging family and community partnerships.

Develops and implements an aligned and coherent district framework for social and emotional learning and wellness for students and adults in the school community.

Oversees the revision of how the district approaches suspension discipline and school counseling supports by officiating Superintendent Student Hearings.

Creates and enhances a comprehensive plan to address chronic absenteeism of our students.

Plans directs and monitors the Pupil Personnel Services programs of The Mount Vernon City School District which includes Counseling Services Psychological Services Medical Services and School Social Work Services.

Oversees program implementation and provides adequate materials and equipment for all Pupil Personnel Services Programs.

Assists with the implementation of strategic goals/objectives related to all students

Monitors school district policies and works with administrators to ensure compliance with all laws regulations and rules related to all areas of Pupil Personnel services.

Develops training materials and resources to enhance the functioning of pupil personnel services program.

Develops collects and analyzes data that reflects the implementation and application of programs and services. Maintains records and develops reports as needed to appraise MVCSD members of the Board of Education MVCSD staff and the community of pupil personnel program services data and outcomes.

Develops and manages annual budget to ensure implementation of appropriate programs and services to students.

Reviews and updates local student services policies regulations guidelines and procedures as needed.

Works with principals and other school personnel to promote the goals and outcomes of the pupil personnel services program.

Responsible for compiling maintaining and filing all State reports and other documents required by the State regarding all programs under the student services umbrella.

Support Services Programs:

Provides support to principals in the evaluation of the local programs and in planning for the improvement of the program.

Communicates information on services and regulations to school personnel parents and the Board of Education for the purpose of understanding services.

Provides leadership direction and oversight of District alternative education initiatives and extended learning.

Assists in communicating to the stakeholders of The Mount Vernon City School District all relevant information about the Pupil Personnel Services Programs. Attends all Board of Education meetings and presents Pupil Personnel Services policies and procedures to the Board of Education for information or action.

Responsible for representing the District in all Pupil Personnel Services matters brought before the Board of Education.

Advises the Board of Education and the community of developments in the student services and guidance areas that may affect district programs policies and practices.

Represents the District when assigned in social organizational ceremonial political or other functions as needed.

Chairs committees that involve student rights.

Consults and works with the schools attorney(s) regarding relevant legal matters.

Prepares responses for state and federal complaints and individual lawsuits relating to students.

Provides leadership and expertise in promoting the Strategic Objectives as an integral part of the daytoday District operations.

Assists principals in the mediation and resolution of parent/student concerns and complaints within established guidelines and policy.

In partnership with school administrators and the Department of Human Resources assists in the recruiting hiring supervising and evaluation of District level clinical staff. Such staff may include speechlanguage pathologists school psychologists social workers occupational therapists and physical therapists for the purpose of carrying out objectives within areas of responsibility.

Coordinates with outside agencies to provide services to students and staff for the purpose of offering appropriate services.

Works collaboratively with the Assistant Superintendent for Curriculum and Instruction on all learning initiatives.

Develops reports corrective action plans and proposals to improve programs and services.

Ensures the safety and welfare of all pupils.

Direct Guidance programs and service:

Assume the responsibility for the implementation of these guidelines.

Assist in the observation of PPS staff; Work with parents and community groups in interpreting the guidance programming.

Lead the development of the Course Offering and Scholarship Booklets

Monitor supervise and evaluate all PPS (Guidance Social Workers Speech Therapists Psychologists Nurses Drug & Alcohol Community Coordinator Attendance) and assist in the observation and evaluation of the same.

Implementation of the school counseling program at the school district and/or state levels integration of school counseling programs with the total educational curriculum of the school district and/ or state.

Interprets student support and guidance services programs philosophy and policies of the District to staff students and the community at large as needed.

Hiring of qualified diverse school counselors.

Individual and group supervision of school counselors in practice.

Assists in the development implementation monitoring and evaluation of all activities of the guidance department.

Supervise and evaluate counselors and conduct performance evaluations of PPS staff

Possess working knowledge of master scheduling.

Coordinate and supervise the development organization and implementation of the K12 Guidance Plan and horizontal and vertically aligned programs.

Possess working knowledge of NY state graduation requirements.

Coordinate Advanced Placement and dualenrollment courses and AP and PSAT testing.

Coordinates all Federal State and City reports policies and regulations related to student attendance.

Coordinates additional student support services including services for students living in temporary housing and child abuse identification prevention and intervention.

Demonstrated record of collaborating with stakeholders (administrators teachers staff students and parents and NY State and federal Departments regarding school counselingrelated matters).

Assists with the preparation of reports related to school violence and suspension data.

Commitment to culturally responsive leadership.

Performs such other duties as assigned by the Superintendent of Schools.

Candidates must possess:

A minimum of a Masters degree in Education or a closely related field at the time of application

New York State School District Administrator (SDA) or New York State School District Leader (SDL) certificate at the time of application.

At least five (5) years of successful experience in special education guidance psychological services speech/language teaching or school social work.

Administrative and direct supervisory experience required.
