Job Description

The Hermiston School District is seeking applicants for Benefits Specialist.

The Hermiston School District is seeking applicants for the position of Benefits Specialist at the District Office. This position will be part of the Districts Business Office & Human Resources Departments. The district serves approximately 650 staff members and 5500 students.

Under minimal supervision the Benefits Specialist performs work independently in the comprehensive area of employee benefits and general accounting for the District. The BenefitsClerk orientates all new employees in the area of classification salary payroll forms benefits district network use and other associated working conditions. The BenefitsClerk also assists office staff with other general accounting duties while working under the supervision of the Assistant Superintendent/Designee.

Required Qualifications (include but are not limited to):

  • High school diploma or the equivalent required; Associates Degree or prior successful experience in human resources business and/or insurance strongly preferred.
  • Prior successful experience in human resources business and insurance strongly preferred. An indepth knowledge of insurance safety standards workers compensation and employment regulations.
  • Excellent written and oral communication skills.
  • Excellent computer skills including word processing and other applications (including web interface tools). Willingness to leverage technology applications to improve work processes.
  • Knowledge of efficient office procedures and practices.
  • Ability to take the initiative to work independently perform multiple tasks simultaneously and follow directions.
  • Flexibility and adaptability to changing activities and workloads.
  • Ability to effectively work and communicate with school personnel.
  • Maintain integrity of confidential information relating to students staff or district patrons.
  • Ability to work collaboratively as a valued team member with others.

Desired Qualifications

  • Postsecondary coursework or degree
  • Successful experience in Human Resources Business and/or Insurance
  • Current Notary

Job Duties (include but are not limited to):

  • Acts as a liaison between insurance companies and the District regarding claims complaints and various other problems of a procedural nature.
  • Coordinate open enrollment process including ordering plan selections benefit fairs and employee workshops.
  • Maintain insurance (OEBB) database as to eligible staff and process insurance enrollments changes terminations and service.
  • Maintain retiree database and monitor OEBB electronic or manual enrollment status for retirees answer questions and process retiree premiums if applicable.
  • Administer and educate employees regarding benefits including PERS Health Insurances Disability and Life insurances optional HRA/VEBA Accounts Health Savings Accounts (HSA) Tax Sheltered Annuities (TSA) etc.
  • Manage unemployment benefit claims issues and correspondence with Employment Department and/or third party administrator.
  • Manage disability claims (Short & Long Term)
  • Point of Contact for 403B & 457 plans with third party administrator and employees
  • Represent the District in matters of Workers Compensation and Unemployment court hearings and appeals.

The Hermiston School District is the largest district in eastern Oregon exceeding 5600 students in grades kindergarten through 12 with the mission of serving the needs of all children with rigorous program choices high expectations mutual respect and excellence. The school district includes a 912 senior high school two 68 middle schoolssixK5 elementary schools and a robust online learning program option for students and families.

Support for the school district has been strong from the community. In 2019 voters approved an $82.7 million building project which includes replacement of Rocky Heights Elementary (opening fall 2022) construction of an additional elementary school Loma Vista (opening fall 2022) and a multiclassroom annex of the high school along withvarious districtwide renovations. The voters also approved a $69.9 million bond in 2008 whichserved to replace Armand Larive Middle School West Park Elementary and Sunset Elementary schools.

The District employs over 650 full time staff that includes approximately 375 teachers and over 275 classified support and supervisory personnel making it one of the largest employers in the city of Hermiston. A nationallyrecognized community that embraces its diversity the district serves some 28000 residents where onethird of the population is Hispanic.

The school district prides itself on the academic achievement of its students successful athletic programs nationallyrecognized club and activity organizations and its exhaustive list of academic and elective opportunities available to students. The Districts partnership with community organizations has been central to its continued success highlighted by support groups who have provided nearly a half a million dollars to assist students and programs through such venues as the Hermiston Sports Booster Club Hermiston Education Foundation Band Boosters FFA Alumni and the community sponsorship of the student homebuilding program to name a few.

About the Community:

The city of Hermiston is a vibrant and growing community ofapproximately 18000 residents located at the crossroads of the Pacific Northwest situated near the intersectionofI84 and I82 just minutes from a ColumbiaRiver port and 30 minutes from the TriCities in Washington. Hermiston and the entire Umatilla County area have excellent potential for growth in commercial industrial agricultural as well as residential development. Hermiston boasts over 100 acres for community use volleyball courts soccer fields baseball diamonds childrens play areas barbeque and picnic areas and more. Located within 10 minutes of downtown Hermiston both Umatilla and Echo have challenging golf courses. The Columbia River offers tournament level fishing as well as many water sports including swimming wind surfing and boating. Other fishing waters include the Umatilla River Cold Springs Reservoir and many ponds. Nearby is Hat Rock State Park and the Blue Mountains are within an hour drive affording a wide variety of fishing hunting and camping activities. In the winter the mountains are home to excellent snow skiing tubing snowmobiling and sledding.

Salary & Benefits

The Hermiston School District offers an extremely competitivesalary and benefits package which includes PERS retirement employerpaid pickup tuition reimbursementand a comprehensive health and benefits package. The Operation Program Secretary will work 8.0 hours per day. Normal contract year for this position is 259 days (JulyJune) including 8 paid holidays.

Starting HourlyRange $21.33 $30.01 placement based upon relevant previous work experience. Salary is based upon theschool year.
