Job Description

GENERAL SUMMARYUnder direction of the Superintendent and in collaboration with the Business Manager the Human Resources Director is responsible for all personnel functions including recruitment employment counseling policy administration payroll and record keeping for all licensed and nonlicensed employees. The H.R. Director will also be responsible for supporting the administration of the school districts labor and employment contracts in addition to planning and coordinating all Human Resources operations. ESSENTIAL JOB FUNCTIONSThe essential functions or duties listed below are intended only as illustration of the various types of work that may be performed. Manage personnel policies: Develop revise interpret and implement the employee policy staff selection: Manage the selection and assignment of qualified professional and support personnel in collaboration with the Superintendent and employee relations: Advise administrators and supervisors on employee evaluations discipline performance duties assignments and background checks (CORI).Ensure compliant hiring practices: Implement policies for processing applications conducting background checks (CORI SORI) verifying employment history and maintaining uptodate compensation: Under the Superintendents direction set new staff compensation based on collective bargaining agreements and school committee policy; develop and revise the nonrepresented pay schedule legal and grievance matters: Consult with legal counsel on personnel issues and assist in grievance payroll: Process and distribute biweekly employee benefits: Oversee employee insurance (health dental life) workers compensation retirement plans attendance accruals and leave requests; represent the district on benefits committees. Handle government reporting: Prepare and file weekly/monthly reports to state agencies and quarterly federal/state tax filings; generate W2 and 1095 confidentiality: Securely manage all employee personnel medical disciplinary and compensation information in accordance with privacy regulations and ethical in labor negotiations: Serve on the negotiating team for five labor unions supporting proposal development and benefits employee evaluation: Assist in designing developing and implementing employee evaluation tools programs and as employee liaison: Act as the point of contact for ADA Title IX Chapter 622 Title XII and the Employee Assistance staff investigations: Investigate personnelrelated matters at the request of the Superintendent or personnel reports: Create necessary personnel reports for the Superintendent School Committee and government staff licensure and qualifications: Verify all professional staff hold appropriate Massachusetts Department of Education licenses and meet NCLB Highly Qualified legal compliance: Implement all federal and state employment laws and regulations (MGL).Manage retirement processes: Handle retirement applications including MTRS and Middlesex County with fiscal yearend: Support the Business Manager with the fiscal yearend rollover including setting up payroll calendars salary schedules and leave other duties: Fulfill additional responsibilities as assigned by the Superintendent of FUNCTIONSAssistance with special projects as they relate to payroll and human resources. Support the development of the annual staffing and implement Human Resources related training for staff Chairing or serving as a member of committees and attending evening meetings including school committee meetings and subcommittee meetings as other required administrative duties as part of the leadership SKILLS AND ABILITIESThorough knowledge of federal state and local employment laws regulations and knowledge and experience in all aspects of collective bargaining and contract to departmental needs and workload working knowledge of business fund accounting payroll accounting and Massachusetts HR/labor to establish and maintain effective courteous working relationships with diverse stakeholders (administrators staff students parents outside agencies and the public).Ability to understand and execute oral and written instructions with minimal organizational management oral and written communication and interpersonal skills; ability to work independently and technology skills including Google Suite Microsoft Office Suite Budget Sense/Infinite Visions and internet navigation.
