Learns and performs all essential job functions accurately.
Is responsible for all phases of operating budget development forecasting needs for strategic and shortterm needs of the department.
Establishes policies procedures and systems related to Departmental personnel procurement and administrative matters; reviews existing and proposed legislation codes regulations departmental policies and recommends revisions and updates.
Acts as liaison between the County and other governmental agencies and private interest groups citizens and vendors as a representative of the Departments Director.
Carries out personnel administration responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; interpreting and explaining personnel policies for Department staff; and monitoring vacancy status workmans compensation injuries and accident/loss incidents.
Serves as the Departments liaison with the Office of Human Resources on Union personnel classification and pay matters.
Prepares and administers Departments budget including revenue projections and program costs; monitors expenditures of funds; prepares transfer of funds.
Oversees procurement of goods and services for the Department;negotiates contracts for maintenance services and materials utilizes County payment instruments for purchases including direct payment claims credit cards (PDQ Card) purchase orders requirements contracts suborder releases etc.
Serves as Agency Program Coordinator under the Procurement Card Purchasing Program for the department.
Approves departmental procurements for capital and operating purchases and services.
Responsibilities also include the performance of management studies to effect efficiency and costeffective operations.
Participates and problem solve departmental issues involving allocation of resources.
Manages and develops the departments standard procedures.
Acts as Departmental representative on countylevel steering committees and work groups.Conducts special projects and research; prepares and reviews Departmental legislation.
Serve as the Departments Training Coordinator by identifying and prioritizing needs and help to implement training programs.Monitors revenue received and prepares monthly revenue reconciling.
Develops tracks and reports on Departmental performance measures. Responsibilities also include the performance of management studies to effect efficiency and costeffective operations.
Serves as the Departments Training Coordinator by identifying and prioritizing needs to help implement training programs and improve Departmental operations.
Acts as the Departments Webpage content manager and coordinator.
May act as Department Director in absence of the Director.
Participates in emergency preparedness functions of the Department and may serve in the Emergency Operations Center in the event of a local emergency.
SUPERVISORY RESPONSIBILITIES:
Directly supervises one Administrative Support Technician III in the Operations Division.Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Bachelors Degree and five (5) years related experience or equivalent combination of education and experience.
