Job Description

Position Title: Executive Director of Human Resources

Pay Grade: A 7 Period of Employment: 12 months

Description Approved/ Revised: 06/2025 FLSA Status: Exempt

Supervised by and Reports to: Superintendent

General Responsibilities: Direct personnel services for the Division in compliance with law policy and regulations in a manner that will improve student achievement enhance the human assets of the organization and promote employee morale. Responsible for developing implementing and maintaining a human resources program to include recruitment selection and retention of employees; employee relations; benefits and compensation; placement and evaluation of division personnel employment; employee counseling development and professional growth; and internal employee communication. Responsible for recommending changes in policy and practice in consideration of the legal requirements as they pertain to Division operations and functions.

  • Supervises and provides oversight for the Department of Human Resources.
  • Provides leadership regarding the implementation oversight and accountability for the divisions evaluation processes.
  • Provides leadership regarding the implementation oversight and accountability for the divisions staffing allotment process.
  • Reviews and recommends modifications to School Board policies Superintendent regulations job descriptions and procedures for all employees.
  • Formulates operational procedures for the recruitment selection assignment transfer and dismissal of all employees.
  • Ensures an effective and active recruitment program to recruit and retain the most highly qualified employees for the division through local regional national international recruitment opportunities.
  • Facilitates professional development activities as they relate to Human Resources issues especially in the areas of documentation supervision and evaluation of support and licensed personnel.
  • Assumes a leadership role supports the divisions vision and mission establishes long and shortterm goals and develops a plan to accomplish these goals.
  • Oversees and ensures compliance of all personnel records for the division.
  • Maintains a working knowledge of current human resources management software.
  • Evaluates all personnel assigned to the Human Resources department.
  • Implements employment practices consistent with Federal State and local laws.
  • Coordinates personnel activities in regards to wage and hour laws Virginia Labor Laws and EEO Commission guidelines.
  • Prepares recommendations and reports related to employee compensation demographic data education data working conditions assignments and other human resources information.
  • Responds to questionnaires surveys and correspondence regarding the Divisions Human Resources Department.
  • Serves as the division liaison with local state federal agencies on matters related to Human Resource functions.
  • Updates job knowledge by participating in conferences and educational opportunities reads professional publications maintains professional networks and participates in professional organizations.
  • Investigates grievances and/or complaints from employees (e.g. sexual harassment pay and/or assignment disputes) for the purpose of ready resolution that provide for a healthy work environment.
  • Works collaboratively with administrators to define implement and drive a strategy to identify attract and increase diverse talent for the division.

Requisite Knowledge Skills and Abilities:

  • Thorough knowledge of the state and federal laws rules School Board policies and division procedures concerning the employment of personnel and the rights and privileges of an employee.
  • Excellent oral and written communications and extensive knowledge of human resources management and coaching skills.
  • Serves as a role model.

Requisite Education and Experience:

  • Masters Degree in Education School Administration or Human Resources preferred.
  • Must possess a Postgraduate Professional License with an endorsement in Administration and Supervision PreK12.
  • Minimum of five years of leadership experience in a supervisory Human Resources position preferred.
  • Minimum of five years successful teaching and leadership experience preferred.

Physical Requirements:

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see read talk hear handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment such as but not limited to: a personal computer calculator copier and fax machine. Significant climbing stooping kneeling crouching reaching standing walking pushing pulling lifting grasping or repetitive motions required.
