Job Description

Informatics Analyst

Location: Toronto661 University

Department: Digital Public Health Platforms

The Role:

To provide business analysis and development support for all configuration data conversion change management documentation and reporting projects and/or processes to ensure the diverse public health systems digital and business needs of PHO and its clients are met.

Key Responsibilities

  • Consults and coordinates change requests (new development updates fixes) related to the Integrated Public Health Information System (iPHIS) iPHIS Reporting (Cognos) and other applicable public health information systems and enterprisewide applications.
  • Determines validity impact and feasibility of change requests. Prepares change requests in project management software (e.g. Jira) and assigns to appropriate team members as required. Knowledge of PHOs public health programs the use and capabilities of iPHIS technical infrastructure and the infrastructure of other public health automated tools (e.g. Oracle and relational databases) and client relationship management tools (e.g. Jira SRM). Understanding how each application fits into the business of PHO in order to analyze and assess change requests to the system and to act as the user interface and business contact between the MPBSDP Ontario Health and PHO.
  • Completes system analysis activities in support of the learning management system (LMS) stakeholder relationship management (SRM) and other systems/business intelligence applications including:
    • Business requirements gathering and analysis.
    • Application configuration analysis requirements and coordination.
    • Change request documentation.
    • Application bug/defect investigation and problem resolution coordination.
    • Data flow analysis.
    • Author and perform user acceptance test (UAT) cases.
  • Serves as PHO coordinator and provides client support for all configuration data conversion change management and reporting projects and/or processes (e.g. developments updates) related to enterprisewide applications and other applicable information systems managed and administered by Data and Information Management Services (DIMS).
  • Provides operational support for related to enterprisewide applications and other applicable information systems managed and administered by DIMS.
  • Works with clients and stakeholders to improve data quality and provides technical support to maintain high quality information products.
  • Supports the implementation of a data framework based on data lifecycle: acquisition inventory use disclosure update and deletion/destruction.
  • Liaises with Information Technology specialists in Ministry of Public and Business Service Delivery and Procurement (MPBSDP) Ontario Health and PHOs Technology Services group and/or application vendor leads and other staff to define PHO business needs.
  • In collaboration with DIMS project staff creates and maintains project plans to ensure appropriate timing and quality of all project activities; responds to inquiries and resolves problems. Ensures alignment with required data and business standards.
  • Provides information support and resources to PHO staff and to external stakeholders (e.g. public health units) in response to queries and concerns regarding the learning management system and/or other applicable information systems.
  • Works closely with internal and external stakeholders to determine and define training requirements establish policies processes and standards related to the learning management system SRM and/or other applicable information systems.
  • Prepares/creates training resource materials and user documentation for use by PHO staff and other stakeholders/endusers.
  • Work outside of regular business hours as required (e.g. system testing outside of business hours).
  • Other duties as assigned.

Knowledge and Skills

  • Knowledge of public health information systems e.g. iPHIS.
  • Knowledge of software development lifecycle.
  • Knowledge of the Personal Health Information Protection Act and the Health Protection and Promotion Act and an understanding of privacy best practices.
  • Knowledge of PHOs public health programs the use capabilities and infrastructure of public health automated tools (e.g. Oracle and relational databases) and client relationship management tools (e.g. Jira SRM). Understanding how each application fits into the business of PHO in order to analyze and assess change requests to the system and to act as the user interface and business contact between the MPBSDP Ontario Health and PHO.
  • Planning coordination and leadership skills to plan and lead various process and project initiatives for changes to enterprise applications iPHIS Cognos and other public health information systems.
  • Knowledge of project management methodology business analysis techniques change management processes and other management control processes guidelines and best practices in order to coordinate all configuration client support and change management projects.
  • Knowledge of project management techniques in order to understand how to create and maintain project plans to ensure appropriate timing and quality of all project activities and to resolve problems.
  • Project management skills are required to develop and implement effective plans for projects.
  • Stakeholder relationship skills to liaise with PHO management and staff MPBSDP Ontario Health representatives of public health units and various members of working groups.
  • Consultative skills to provide information support and resources to PHO and the public health units.
  • Leadership skills are required to coordinate public health unit working groups.
  • Proficiency is required with various computer systems and software programs including database management word processing project management software development and operations (devops) business intelligence tools spreadsheet and presentation applications in order to develop complex reports prepare presentations system documentation research databases etc.

Education and Experience

  • Bachelors degree in Computer Science or Information Technology or Business or a field related to public health.
  • Minimum 24 years of relevant experience in configuration change management client support and reporting projects and/or processes.
  • IT expertise related to public health surveillance data and business needs is required in order to coordinate the configuration change management client support and reporting projects and/or processes necessary to ensure the diverse public health surveillance data and business needs of the public health units and PHO are met.

Attributes and Competencies

  • Strong oral and written communication skills are required to prepare and present documentation of data scripts business process documents training and resource materials submit requests and to respond to end users reporting issues.
  • Exceptional interpersonal communication skills are required to work closely with PHO management and staff external stakeholders the MPBSDP Ontario Health and application vendor leads in order to discuss determine define and resolve complex policy and administrative matters including training requirements and to establish policies processes and standards related to the I&IT systems.
  • Provides effective client services by sitting on program and/or technical advisory committees and providing to committee members expertise and advice.
  • Ongoing communication/dialogue when investigating and resolving application platform related issues including coordinating timely communications to end users.
  • Teamwork and leadership are exercised in demonstrating cooperation within and beyond own team portfolio and PHO
  • Provides training and input into technical issues in order to define and document needs facilitate processes and problem resolution.
  • Planning coordination and leadership skills to plan and lead various process and project initiatives for public health information system changes.
