Job Description

The Position


There is an additional 3.35% Management Differential which is added to the posted salary for this class.

This is a continuous filing exam. Next filing cutoffs are at 5:00 pm on:

5/23/2025 6/6/2025(final)

Supervising Medical Case Management Nurses assess select authorize regulate monitor and control the provision of hospital and specialist medical care for patients who are medically indigent or inmates of County correctional facilities; and identify and secure payment sources for patients medical care costs.

Examples of Knowledge and Abilities

Knowledge of

  • Basic principles and practices of supervision and personnel management
  • Professional nursing principles procedures and techniques used in the care and treatment of a wide variety of medical conditions
  • Normal course of illness and injuries and their anticipated complications and therapeutic interventions
  • Medical reference manuals such as the California Relative Value Studies Physicians Current Procedural Terminology Handbook Western Region Length of Stay by Diagnosis and Operation and Intensification Criteria for Concurrent Utilization Review
  • State of California laws and regulations on nursing practices
  • Clinic and hospital operating procedures
  • Procedures and organization of hospital and outpatient clinics
  • The rules and procedures of various payment sources for medical treatment such as medical insurance disability insurance workers compensation State victim/witness financial assistance MediCal and Social Security
  • Basic laws in the California Penal Code and California Welfare and Institutions Code governing the medical management of prisoners care
Ability to
  • Supervise and train employees
  • Effectively recommend employee selections promotions status changes and other personnel actions
  • Plan organize and control work of staff
  • Develop and implement policies and procedures for work unit in accordance with management goals policies and procedures
  • Explain management policies and goals to staff and ensure compliance
  • Assess monitor and authorize patient medical care and treatment by outside providers to ensure compliance with County guidelines and procedures
  • Collect organize interpret and effectively communicate data relevant to patient medical care and needs
  • Analyze medical situations and make decisions under tight time constraints
  • Use and appropriately apply medical reference manuals insurance policies and regulations and various governmental regulations pertaining to medical care and payment
  • Communicate effectively orally and in writing with patients their families hospital and clinic personnel and insurance representatives

Employment Qualifications

Minimum Qualifications

Either:1.One year of experience in Sacramento County service performing medical case management nurse duties as described above in the Examples of Duties for Medical Case Management Nurse.

Or:2. Three years of experience as a Registered Nurse (licensed in California) providing outpatient and inpatient nursing care and/or patient case management or medical review in a hospital or clinical settings.

Or:3.Three years of experience as a Registered Nurse (licensed in California) in any nursing or nursingrelated setting;

and
a Bachelors or higher degree from an accredited college or university in nursing public health health services administration public administration or a related health or management field.

Note: If the word experience is referenced in the minimum qualifications it means fulltime paid experience unless the minimum qualification states that volunteer experience is acceptable. Parttime paid experience may be accumulated and prorated to meet the total experience requirements.

Special Requirements

All persons appointed to positions in the classes of Supervising Medical Case Management Nurse and Medical Case Management Nurse must possess and maintain a current license as Registered Nurse issued by the State of California. Failure to maintain such license may be cause for personnel action in accordance with Civil Service Commission Rules.

Probationary Period

The probationary period for this classification is six (6)months.

  • The supplemental questions are designed to elicit specific information regarding a candidates experience education and training. Responses should be consistent with the information on your application and are subject to verification.
  • Please provide place of employment pertinent dates and concise descriptive and detailed information for each question.
  • If a job included responsibilities applicable to several questions separate the different functions of the job to answer all the questions completely.

  • If the Supplemental Questionnaire is used in the Formula Rate exam failure to complete all of the questions or incomplete responses will result in a lower score. While scoring the Supplemental Questionnaire the candidates application and/or attachments will not be reviewed therefore a candidates responses to the questions should be accurate thorough detailed and complete.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cutoff date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
