Raytheon is seeking a Program Operations Manager to be a member of the ElectroOptical Infrared (EO/IR) Solutions SubBusiness Unit in the Raytheon Advanced Products & Solutions (APS) Strategic Business position requires a highly skilled and competent operations leader with an understanding of a full spectrum of program execution and leadership skills to engage across all functional position will lead production development and Depot/MRO programs in a highcomplexity highmix AS9100 Department of Defense (DOD) manufacturing environment.

This position is responsible for operations execution of various programs within the Navy directorate. This position closely partners with Program Management Supply Chain Finance Engineering various Functions within the Factory organization Contracts Customers S&OE/P and other supporting functions to shape develop and execute the strategies and objectives of the product line to achieve the cost quality and schedule goals for the programs and business unit. This position requires strong leadership skills to exert influence in a dynamic environment with rapidly shifting constraints challenges and competing priorities of many interrelated products.

What You Will Do

Own operations execution on established and emerging DOD and Direct Commercial Sales (DCS) programs with costplus and firmfixed contract types.

Ensure OnTime Delivery of all customercommitments.

Participate in business pursuit and capture including developing TINA (Truth in Negotiations Act) compliant Basis of Estimates (BOE) submittals leading to contract awards.

Lead Front End of the Business (FEOTB) activities including Contract requirements review BOM development MRP Requirements planning Manufacturing execution plan development and Make/Buy/Where strategy and execution.

Lead multifunctional teams in problem resolution and driving productivity improvement and efficiencies through HPU Lead Time Cycle Time and other improvement initiatives using CORE Six Sigma lean practices and similar analytical improvement methods and tools.

Identify and manage operational risks and opportunities throughout each phase of the business cycle by developing and implementing Risk Mitigation and Opportunity Capture Plans.

Provide leadership management and coordination of manufacturing resources to support program requirements and actively collaborate while maintaining positive relationships with program management crossfunctional leadership suppliers customers and government representatives.

Execute Operations Control Account Manager functions including develop and manage budget cost accounts and baselines earned Value Management Tasks and Variance Analyses and recovery plans.

Perform Estimate At Complete (EACs).

Partner with Program Managers in strategic contract shaping & execution.

Qualifications You Must Have

Typically requires a Bachelors and a minimum of eight (8) years prior relevant experience or an Advance Degree in a related field and a minimum of five (5) years experience.

Experience with budget management proposal or finance.

Experience with Proposal and Basis of Estimate development in a DoD environment.

Minimum four (4) years experience in operations project engineering and/or project management on Production Development and/or Depot programs with prior leadership skills in a teambased manufacturing environment.

Qualifications We Prefer

Experience with Proposal and Basis of Estimate development in a DoD environment.

Experience with Raytheon processes and systems such as STAGES IPDS Common PDM CRS CORE/R6S PRISM/APEX CMESand PROP.

Experience in New Production development Bill of Materials & WBS structures.

Experience with business and project management tools and procedures.

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees as they are essential to the development of our products.

The salary range for this role is 101000 USD 203000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.
