Job Description:
Position Purpose summary:
The Bookkeeper records and manages financial transactions relating to the business activities and ensures timely and accurate reporting for the Owen Sound Community Church and related ministries.
Accountabilities:
Business and Financial
- Prepare or participate in drafting annual budget for the Ministry Unit and its departments in consultation with the Corps Officer and/or designate; monitor budget expenditures to ensure compliance within budgetary criteria.
- Provide oversight to the bookkeeping activities of the various departments within the Ministry Unit to ensure accuracy and policy compliance.
- Perform various accounting duties such as accepting monetary donations and issuing temporary receipts invoice coding and journal entries issuing receipts completing bank deposits and taking to the bank preparing internal and external billings following up on inquiries from vendors regarding payment matters counting and recording weekly tithes and offerings assigning and distributing offering envelopes preparing and sending submissions to Regional Accounting Centre (RAC) as required.
- Provide accounts payable (from invoice coding to approval) through Octacom and Business World.
- Provide oversight to the safe handling counting and depositing of various forms of income including but not limited to Christmas Kettle Funds Christmas donations Thrift Store sales Gift Cards etc.
- Monitor cash balances of operating accounts to ensure sufficient funds are available.
- Process expenses and corporate VISA claims through Business World as required.
- Act as internal approver and signator when required and as appropriate.
- Submit monthly/quarterly financial/statistical reports to appropriate department managers as required.
- Ensure the maintenance of departmental petty cash funds; reconcile and ensure that the balance is appropriately safeguarded and replenished on a regular basis as needed.
Communications
- Liaise with The Salvation Army Regional Accounting Centre (RAC) and designated auditors and respond to routine financial enquires both internal and external to the Ministry Unit.
- Liaise with community department managers Corps Officers and/or designate Divisional Headquarters and Territorial Headquarters as required.
- Attend regular Ministry Unit Management and Administration Meetings and provide uptodate reports on financial/business activities etc.
- Provide backup support for the Administrative Assistant by answering and directing calls when required.
Administration
- Provide backup support for the Administrative Assistant when required.
- Open and distribute incoming mail and processing outgoing mail; receive parcel(s) and distribute to the appropriate person(s) when required.
- Maintain organized and accurate filing systems ensuring compliance to Operating Policy IT 04.001 Data Retention and Data Retention Schedule and Instructions Procedures.
Health and Safety
- Work in compliance with OH&S Act and Regulations and abide by The Salvation Armys health and safety policies and procedures.
- Use all devices and wear all personal protective equipment required by the TSA OSCC or the Ontario Occupational Health and Safety Act.
- Follow any specific health & safety protocols applicable to job tasks.
- Report health and safety concerns to Supervisor or Senior Leadership.
- Participate in and complete any training provided by the TSA OSCC.
Perform other position related duties as required.
Critical Relationship Management:
- Internal relationships:
- Corps Officer volunteers staff.
- External relationships:
- Community Divisional Headquarters Territorial Headquarters.
MANAGERIAL/Technical Leadership RESPONSIBILITY:
- This position reports directly to the Corps Officer or designate.
FINANCIAL AND MATERIALS MANAGEMENT:
- Oversee monetary donations ensure that bank deposits balance and are deposited nightly as per policy.
Working Conditions:
- This is a regular fulltime position based on 28 hours per week.
- Schedule may vary according to requirements of responsibilities some weekend and evening work may be required.
- Additional hours may be required during the Christmas season and may be required at fiscal yearend.
- Ability to lift/move up to 30 lbs. on occasion.
- Note: The operational hours of the facility are Monday to Friday 9:00 a.m. to 5:00 p.m.
- Some travel up to 10% travel may be required with regular travel to the bank and occasional travel to the Port Elgin Thrift Store Owen Sound Thrift Store and Saugeen Shores Family Services.
Normal hours of work: Hours of work and schedule to be determined in consultation with the supervisor and includes a hour unpaid meal break where applicable.
education and experience Qualifications:
Education Qualifications and Certifications:
- Completed two (2) years of Community College i.e. graduate of a postsecondary program in business finance or business administration.
- Proficiency in Microsoft Office products particularly Office 365.
- Valid Ontario Class G Drivers License; current copy of a Drivers abstract that is satisfactory to The Salvation Army in its sole discretion is required. Participate in ongoing professional development and training.
Experience and Skilled Knowledge Requirements:
- Minimum of three (3) years of prior related experience in nonprofit fund and branch accounting bookkeeping and accounting software experience.
- Strong administrative skills.
- Knowledge of Salvation Army systems (Shelby and Business World) would be an asset.
Alternative combinations of education and experience may be considered.

Compensation:
The target hiring range for this position is $21.83 to $27.29 with a maximum of $32.75.
Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
