The Joint Office of the Secretary of Defense Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense Federal Civilian and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Critical Infrastructure Group (CIG) within JOID provides technical programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS) Health and Human Services (HHS) and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction critical infrastructure protection emergency response nuclear nonproliferation weapons deployment programs and transportation safety. In addition to management and advisory services CIG staff collaborate closely with our clients to provide highquality modeling simulation software and analytical products to meet the most demanding government standards and timelines.

We have a nearterm need for a Systems Engineer to support DHS customers onsite in Northern Virginia. This position allows for a hybrid work schedule.

Responsibilities

Provide support and technical assistance across systems engineering and acquisition lifecycles for all acquisition program levels. Support planning implementation and execution of systems engineering activities. Perform requirements development and System Engineering Life Cycle (SELC) planning technical reviews and technical activities throughout program lifecycles. Develop models of systems processes simulations analyses and reporting supporting program decisions and enterpriselevel strategic directives and initiatives. Prepare and present recommendations to a variety of audiences including scientific professionals nontechnical senior leadership and equipment endusers. Support Test and Evaluation (T&E) lifecycle processes and deliverables (including Operational T&E) and develop advise and test new approaches and theories. Perform integrated Logistics and Sustainment (L&S) lifecycle activities across policy planning implementation assessments workforce development technical assistance training and asset management. Execute planning tool development and integration and generation of artifacts to expedite program and enterprise efforts. Generate and review policy process and procedural documents to support efficient execution of tasks; provide input into agencywide acquisition policy and support workforce development.

Qualifications

Required:

  • U.S. citizen with the ability to obtain and retain a DHS Suitability and/or CBP Background Investigation.
  • Bachelors degree and 3 years of experience providing acquisition management and systems engineering expertise in a Federal consulting environment (preferably at a DHS Component).
  • Possess understanding of the DHS or DoD SELC and DHS Management Directive 10201 DoD 5000 and Federal Acquisition Institute guidelines and acquisition support for complex system acquisitions.
  • Able to work fully onsite based on client needs.

Desired:

  • Masters degree with Certified Systems Engineering Professional (CSEP).
  • Active CBP Background Investigation/Suitability and Top Secret clearance.
  • Digital Engineering (DE) and Modeling and Simulation (M&S) experience in acquisitions.
