Job Description

The Deputy Division Director Affordable Housing in the Housing and Community Development Section is responsible for overseeing the administration and operations of affordable housing programs and initiatives efforts within the division that are not directly funded through the Community Development Block Grant or HOME Investment Partnerships Program. This position makes a positive impact on Gwinnett County by being an integral part of the teams efforts to identify obtain and manage projects and funds that support affordable housing as a community need. This position reports directly to the Housing and Community Development Division Director.

Essential Duties
  • Identification of potential affordable housing projects/opportunities in support of the countys affordable housing goals including major redevelopment projects and catalytic site development
  • Research analysis and tracking of housing data and utilization of this data to ensure intradepartmental planning and coordination
  • Development and maintenance of tracking and data tools for affordable housing metrics and project evaluation such as fiscal impact analysis and project evaluation
  • Provide leadership and support to assigned staff within affordable housing section
  • Develop operational plans and initiatives to advance strategic priorities and Countys affordable housing goals
  • Ensure project and program compliance with all applicable regulatory and legal requirements to include affordability requirements expenditure/reporting deadlines and record keeping documentation
  • Identify research evaluate and make recommendations on new funding opportunities
  • Keep apprised of best practices and relevant federal state and local laws regulations codes and standards
  • Conduct outreach to developers lenders contractors and other housing related experts regarding affordable housing offerings
  • Manage special projects as assigned
Public Speaking Duties
  • Prepare and lead presentations
  • Provide information at meetings
Other Job Requirements/Information
  • This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.
GradeThe grade for this position is D62(1) 108. Salary will be dependent on education and experience.

Effective 4/11/2023 this position is eligible for the Employee Referral Program.

Minimum Qualifications
  • Bachelors degree in finance public administration business administration or a closely related field AND
  • Eight (8) yeas of progressively responsible experience related to affordable housing development finance or program administration
    • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
  • A minimum of two (2) years experience as a manager
  • Valid drivers license from state of residency

These external offices are created by the Georgia Constitution or through state law. In Gwinnett they include the Sheriff Tax Commissioner District Attorney Solicitor Probate Court Judge and Chief Magistrate.
