About the Position:

The Bureau of Motor Vehicles seeks a detailoriented and motivated professional to join our team as a Motor Vehicle Title Examiner. In this critical role you will be responsible for reviewing and processing motor vehicle title applications verifying ownership documentation and issuing or rejecting title certificates by Maine laws and BMV policies. Your work will involve assessing various documents including court documents outofstate assignments and repossessions to ensure compliance and prevent fraud. This is a highvolume fastpaced environment where accuracy and integrity are essential. As a key member of our team you will support the Bureaus mission by helping to ensure the accuracy legality and trustworthiness of Maines vehicle title records.

In this role you will:

  • Examine and process motor vehicle title applications in accordance with Maine laws and Bureau of Motor Vehicles (BMV) policies.
  • Review legal documents to verify ownership vehicle branding repossessions and transfers from various jurisdictions.
  • Identify and prevent fraudulent activity by thoroughly evaluating submitted court documents powers of attorney and lien records.
  • Approve or reject title applications based on compliance with all applicable statutes and administrative rules.
  • Communicate clearly and professionally with internal staff external partners and the public to resolve titlerelated issues
  • Respond to phone and email inquiries from customers dealerships and other agencies offering accurate and courteous support
  • Assist with frontline customer service as needed to ensure seamless operations and service delivery
  • Collaborate with team members to ensure the timely and accurate issuance of vehicle titles
  • Participate in identifying process improvements and implementing new technologies to enhance title operations
  • Represent the Titles Division in interagency communications or workgroups supporting the accuracy and integrity of title records

Preferences will be given to candidates who have:

  • Demonstrated ability to interpret and apply laws rules and regulations related to motor vehicle titling or similar regulatory functions
  • Experience processing or reviewing legal documents such as ownership records court orders liens or powers of attorney.
  • Familiarity with the National Motor Vehicle Title Information System (NMVTIS) and state title processing systems
  • Knowledge of or experience with AAMVA (American Association of Motor Vehicle Administrators) standards and resources
  • Exceptional attention to detail and a strong ability to detect inconsistencies or potential fraud in documentation.
  • Prior work experience in a highvolume administrative environment involving records or case processing.
  • Strong professional writing and communication skills especially for formal documentation and customer correspondence.
  • A proactive selfstarting work style committed to accuracy efficiency and teamwork.
  • Innovative thinking and a willingness to improve processes while maintaining compliance with laws and policies

Minimum Qualifications: (Entry level knowledges skills and/or abilities may be acquired through BUT ARE NOT LIMITED TO the following coursework/training and/or experience.)

  • Training education or experience in office and administrative support work that demonstrates
    • competency in applying a proficient knowledge of modern office practices to perform advanced administrative support tasks requiring specialized skills and
    • the ability to use independent judgment initiative and discretion to make determinations on varied matters.
  • All positions in this classification assume the qualifications of: Office Assistant I Office Assistant II Office Associate I and Office Associate II.
