Job Description

POSITION TITLE:Executive Director of Human Resources

EXEMPTION STATUS:Exempt

REPORTS TO:Deputy Superintendent

TERMS OF EMPLOYMENT:12 monthsschool year

Primary Purpose

Direct and manage the human resources functions to ensure legally sound and effective management practices. Responsible for the development and implementation of human resource programs to include recruitment and retention position management compensation administration performance evaluation and employee communications. Interpret and recommend personnel policies and procedures for the district.

Qualifications

Education/Certification

Masters Degree in Education/Administration

Valid Texas Principal Certification

Valid Texas Teacher Certification


Special Knowledge/Skills

Effective communication (verbal and written) public relations organizational and interpersonal skills
Knowledge of recruiting hiring training exiting and personnel management processes
Knowledge of compensation management employee communication programs and school employment law

Ability to manage personnel and budget

Ability to interpret policy procedures and data

Ability to lead and coordinate programs and projects

Experience

Minimum five years as classroom teacher and five years in instructional leadership role preferred

Major Responsibilities and Duties


Human Resources Program Management

  • Plan evaluate and administer equal employment opportunity provisions and work with others to ensure compliance with federal and state employment laws and regulations.
  • Use management practices to promote collegiality teamwork and collaborative decision making.
  • Ensure that human resources operations contribute to and support the attainment of district goals.
  • Lead and support principals department administrators and staff in determining personnel needs.
  • Interpret recommend implement and communicate policies established by federal and state law State Board of Education rule and the districts Board of Trustees.
  • Oversee the coordination and implementation of the recruitment and application program and screening background check and selection of candidates. Encourage the selection of qualified employees who model appropriate behavior and ensure the district is represented in a positive and professional manner.
  • Ensure that individuals selected for administrator positions possess leadership qualities and are knowledgeable in the respective position.

  • Employ and assign teachers from underrepresented groups.
  • Oversee the administration of employment contracts and the renewal and nonrenewal process.
  • Oversee classification of positions placement of pay and development/revision of job descriptions.
  • Implement employee relation programs including assisting supervisory personnel in managing employees providing due process and mediating and processing complaints and grievances.
  • Ensure the districts organizational table is maintained and updated as needed.
  • Monitor the certification program including issuance and renewal of certificates alternative certification probationary certificates permits and other credentialing.
  • Ensure personnel records are managed and maintained in accordance with the Texas State Library and Archives and the local records management schedule.
  • Develop and maintain operational systems for creating and maintaining information for all human resources functions and programs.

Fiscal Management and Administrative Functions

  • Oversee the maintenance of local staffing formulas and develop projections of staffing needs.
  • Lead in developing and implementing procedures for administering salary benefits and other forms of compensation that reflect district policies and researching cost analysis of salary and wages.
  • Collaborate with district leaders in compiling and reporting projections of personnel and facility needs.
  • Manage the human resources and professional learning budgets and ensure the programs are cost effective and funds are managed prudently.

Personnel Management

  • Act as the superintendents designee in addressing personnel issues including hiring managing employees accepting resignations terminating employees and processing complaints and grievances.
  • Oversee the performance evaluation process and ensure effective and uniform implementation.
  • Supervise and evaluate department staff and provide input into the supervision and evaluation of other district staff as needed.

Professional Growth and Learning

  • Participate in professional learning activities to keep informed of and comply with federal and state law district policies and regulations.
  • Plan coordinate communicate and evaluate professional learning opportunities for staff within the Human Resources Department.
  • Routinely conference with staff and support individual professional growth and development.
  • Maintain familiarity with district initiatives to better serve the needs of students and staff.

Communication

  • Provide effective twoway communication with staff board members and the community.
  • Articulate the districts mission and goals to the community and solicit support in realizing the mission.
  • Demonstrate awareness of community needs and initiate and participate in activities to support the needs.
  • Demonstrate behavior that is professional ethical and responsible and serve as a role model for staff.

Supervisory Responsibilities

  • Supervise and evaluate the performance of the director of human resources & professional learning coordinators of human resources compensation specialist human resources specialist and secretary.

Mental Demands/Physical Demands/Environmental Factors

  • Tools/Equipment Used: Standard office equipment including computer printer peripherals telephone
  • Posture: Prolonged sitting/standing; occasional kneeling/squatting bending/stooping pushing/pulling twisting reaching
  • Motion: Frequent repetitive hand motions keyboarding use of mouse wrist flexion/extension
  • Lifting: Lifting and carrying up to 30 pounds without assistance 3055 pounds with assistance and more than 55 pounds with appropriate assistance
  • Environment: Work is performed in an office setting and on campuses routine indistrict travel occasional statewide travel occasional irregular and/or prolonged hours
  • Mental Demands: Maintain emotional control under stress work with frequent interruptions
