The CityofOakland Is currently recruiting tofillone (1)Transportation Managervacancywithin the Department ofTransportation (OakDOT).The eligibility listestablishedfrom this recruitment may be used to fill future vacancies.

The Transportation Manager is a management level classification with responsibility for overall administration of transportation personnel budget programs and projects within a division of the department. This manager position will oversee the Citys RightofWay Permitting and Inspection Services including management of approximately 30 FTE. The Transportation Manager plays a key role in establishing processes and policies to effectively manage Oaklands public rightofway and supporting citywide efforts to reform and streamline permitting.


Effective stewardship of the public rightofway is critical to encouraging vibrant street culture supporting local businesses and ensuring that new developments make appropriate contributions to public infrastructure. OakDOT seeks a leader with experience managing staff of various disciplines an understanding of systems and processes and strong policy background as it pertains to stewardship of the rightofway.


The duties performed involve the exercise of considerable discretion and latitude of judgment in the formulation and development of policies and procedures including representing the Department in meetings with private sector stakeholders. The Transportation Manager is responsible for operationalizes broad policy direction including identifying and implemented process improvements implementing new and modified permit types and suggesting modifications to Oakland codes and construction requirements.


Pursuant to the Oakland Charter 902(f) and Oakland Municipal Code this position is exempt from the regulations of the Civil Service Board.. This classification is distinguished from the higherlevel Assistant Director which is responsible for overseeing multiple divisions and assisting the Director with oversight of the department.


The incumbent receives general administrative direction from an Assistant Director or other executive management staff and exercises general direction over professional technical and clerical staff.

What you will typically be responsible for:
  • Overseeing the development of programs that support safe and complete streets in Oakland.

  • Planning organizing managingparticipatingin and directing the work of the Safe Streets Division.

  • Developing and implementing policies methods and procedures for the Safe Streets Division including operating and capital budgets.

  • Preparing and presenting staff reports to the City Council Mayor City Administrator committees and the community.

  • Attending community meetings and making commitments to resolve problems on behalf of the Safe Streets Division and the department.

  • Responding to requests and inquiries from the public elected officials and other agencies; and providing quality customer service to internal and external clients.

  • Selecting training and supervising staff;establishingperformance goals conducting performance evaluations fostering teamwork and collaboration and providing training and staff development.

  • Working in partnership and collaboration with other sections of the department; taking oversight responsibility for engaging Oaklands diverse communities in plans programs and projects including the staffs preparation of materials identification of meeting sites and engagement techniques.

License or Certificate / Other Requirements:

Individuals who are appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment.

Engineering licenses and certifications from professional organizations are highly desirable.
