The Department of Natural Resources Division of Oil & Gasis recruiting for a Natural Resource Specialist 1/2 in Anchorage.


This position is open to Alaska Residents only.

What You Will Be Doing:

As a Division of Oil and Gas State Pipeline Coordinators Section (SPCS) RightofWay (ROW) team member the incumbent will play an important role working in one of Alaskas most important industries. This position will perform entrylevel adjudication of routine Department of Natural Resources (DNR) authorizations such as but not limited to land use permits material sale contracts temporary water use authorizations and rightofway easements associated with the construction operation maintenance and termination of AS 38.35 jurisdictional pipelines and other pipelinerelated projects. This position will be responsible for data management and record keeping in various department and division programs and databases. The incumbent will also review prepare and send written responses for routine agency reviews and public requests.


Mission and Values/Culture:

The Department of Natural Resources (DNR) mission is to develop conserve and maximize the use of Alaskas natural resources in a way that is consistent with the public interest. The SPCS provides regulatory oversight of commoncarrier and contractcarrier transportation pipelines including the TransAlaska Pipeline System (TAPS) authorized under Alaska Statute 38.35 the RightofWay Leasing Act. This position is responsible for adjudicating and issuing authorizations for pipeline projects.

The ROW program is comprised of a small team of five to six other people who work collaboratively to provide excellent customer service accurate research efficient permitting and who manage land for pipelines using state lands and resources. The ROW program works with staff in compliance engineering special projects programs and other agencies liaisons at the SPCS and representatives at other offices at the Department of Natural Resources.


This position provides opportunities for performing entrylevel professional work a flexible work schedule detailed and rewarding work and training opportunities.


The Working Environment You Can Expect:

The position is in the Atwood Building in downtown Anchorage and will have an individual working space. The core office hours are from 8:00 AM5:00 PM (Monday Friday) with a 7.5hour daily work schedule. The office duties include but are not limited to conducting title and land research; assisting with gathering and analyzing technical information for writing documents such as DNR decisions; using and interpreting laws and regulations surveys and plats; and using a variety of computer software programs.

Natural Resource Specialist 1 Starting Salary $25.88

Equivalent to those typically gained by:

Education from an accredited college and/or experience in natural resource management.


Natural Resource Specialist 2 Starting Salary $29.73

Any combination of education and/or experience that provides the applicant with competencies in:


Equivalent to those typically gained by:

Education in a natural resource field (such as forestry geology agronomy and hydrology) public administration planning economics cartography or a closely related field and/or professionallevel experience in natural resource management.

Definitions:


Special Note:

For purposes of the minimum qualifications natural resource management is defined as the management of the land water mineral forest oil gas agricultural archaeological natural and cultural history park and related surface and subsurface resources. Experience or education in natural resource management means involvement in the above resources exclusively. Those with experience or education in managing these resources may specialize in different management functions (for example planning regulation research or title). All of this experience is applicable to the natural resource management definition. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.
