Post Context

ACT contributes to preserving the peace security and territorial integrity of Alliance member states by leading at Strategic Command level Warfare Development required to enhance NATOs posture military structures forces capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two DivisionsRequirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation development capture and collection quality review traceability and visibility of capability requirements.

The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements provides traceability and quality assurance of capability requirements performs gap analysis and supports interoperability and implementation options across the DOTMLPFI spectrum.

The Capabilities Requirements Branch with crossfunctional Requirements Management Teams develops NATO capability requirements and recommend courses of action to resolve issues associated through lifecycle management. The Branch in coordination with other branches in the Capability Division performs requirements engineering modelling enterprise architecture and capability design activities to ensure shared understanding consistency within and between capabilities and completeness of the requirements sets. The Branch coordinates Divisional efforts in capability requirements development traceability and quality assurance support; gap analysis; and interoperability standards.

The incumbent is a Staff Officer in the CR branch providing forward support on behalf of ACT to the Joint Analysis Training and Education Centre (JATEC) during the development and implementation of the JATEC infrastructure works leading to Full Operational Capability. Utilising expertise across all requirement development project teams ensuring cross capability consistency in the areas of facilities and infrastructure. The incumbent also liaisons with communities of interest in JATEC ACT and NATO to maintain Enterprise level awareness.

The incumbent has experience/knowledge of building and civil engineering and infrastructure planning. JATEC is a NATOUkraine civilmilitary organization operating within the NATO Command Structure (NCS) under the command of SACT.

The JATEC provides analysis to facilitate development and implementation of project flow processes of new projects including assessing the feasibility developing and monitoring of new work plans as well as evaluations of final outputs for NATOUkraine interoperability.

Performing an integral part of enabling Joint Analysis Training and Education Centre to reach its Full Operational Capability the Infrastructure Upgrade Project Manager (ACT Fwd.) provides:

  • a holistic crossfunctional objective analysis and advisory capacity for the delivery of JATEC across the NCS IAW MC direction and aligned to AAP16(D) Procedures;
  • a HQwide strategic organizational change management capability for the delivery of JATEC;
  • a common Project and Programme Management capability within ACT based on proven project and programme management principles and techniques;

Principal Duties:

  • Act as the onsite Infrastructure Upgrade Project Manager ensuring the JATEC Infrastructure Upgrade Project delivers the required outcome;
  • Contribute to a multifaceted crossfunctional team in conveying JATEC Infrastructure requirements to service provider/vendor/Host Nation and convey timelines of deliverables from the provider/vendor/Host Nation to JATEC Leadership;
  • Enable risk assessment and mitigation for courses of action in support engineering infrastructure requirements development to completion of projects;
  • Work closely with onsite Host Nation project managers to ensure that infrastructure projects are executed within scope cost and timeline. Provide technical support and insights during all phases of projects from planning to implementation;
  • Ensure that the infrastructure projects deliver their intended benefits including improvements in operational efficiency cost savings and longterm strategic value. Track the tangible outcomes of projects and ensure that they align with organizational goals;
  • Identify assess and manage risks throughout the project lifecycle for engineering infrastructure projects. Develop proactive mitigation strategies to minimize disruptions and ensure project success.

Essential Qualifications / Experience:

  • University Degree in management information systems accounting economics finance business administration public administration operations research project management or related discipline and 4 years post related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Have a technical background related to infrastructure projects gained through five or more years of experience in electrical mechanical security systems supporting building design and construction; recent experience at a supervisory level is desirable;
  • Have practical and recent experience of Programme/Project Administration and Management in relation to complex construction projects to include aspects such as full lifecycle management requirements and change management configuration management risk management planning and scheduling communication management procurement and contracting; also including development and monitoring of control mechanisms design cost negotiations management of field surveys preparing reports and making presentations;
  • Have proven experience in managing large spectrum of requirements of clients and contractors in a governmental HQ environment and recognize when management intervention is needed to avoid delays additional costs or other changes.

Desirable Qualifications / Experience:

  • Have a technical background related to infrastructure projects gained through five or more years of experience in electrical mechanical security systems supporting building design and construction; recent experience at a supervisory level is desirable;
  • Have practical and recent experience of Programme/Project Administration and Management in relation to complex construction projects to include aspects such as full lifecycle management requirements and change management configuration management risk management planning and scheduling communication management procurement and contracting; also including development and monitoring of control mechanisms design cost negotiations management of field surveys preparing reports and making presentations;
  • Have proven experience in managing large spectrum of requirements of clients and contractors in a governmental HQ environment and recognize when management intervention is needed to avoid delays additional costs or other changes.
  • Possess a good understanding of the NATO international environment and demonstrate the capability to work effectively within such environment to develop consensus solutions to complex problems.
  • Combines technical engineering expertise with the ability to manage the lifecycle of infrastructure projects including assessing risks gathering requirements managing contracts and ensuring that the expected benefits from projects are fully realized.
  • Experienced in working with or in military organizations.

  • Assist in defining the project scope objectives and deliverables for upgrading accommodation blocks into modern office spaces. Coordinate with stakeholders to understand operational and capability requirements ensuring alignment with organizational goals.
  • Manage the handover process ensuring all documentation manuals and training are provided to endusers. Oversee the commissioning and testing of all systems to confirm operational readiness. Provide postimplementation support including addressing defects system optimization and user training.

Professional Contacts:

  • Foster strong relationships with internal and external stakeholders including engineering teams contractors consultants and senior management. Provide clear and consistent communication to leadership on project progress and risks.
  • Ensure the quality of tender documents and specifications for construction mechanical electrical and security system contracts. Manage contractor performance ensuring adherence to contract terms timelines and quality standards.
  • Maintain regular communication with internal and external stakeholders providing updates on project progress risks and issues. Ensure transparent and timely communication to facilitate decisionmaking and stakeholder buyin.

Contribution To Objectives:

  • Oversee onsite construction activities ensuring work is executed in line with design specifications safety standards and project timelines.
  • Conduct regular site inspections to monitor progress quality of work and compliance with safety and security protocols.
  • Facilitate problemsolving and issue resolution during the construction phase ensuring minimal disruption to project timelines. Prepare reports including progress reports risk assessments and financial updates.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
