Position Summary:
Provides complex and diversified administrative support compliance and budgetary oversight for the assigned department and departments management while serving as a liaison with other City departments; performs a variety of complex records management scheduling technical and bookkeeping functions; compiles and interprets data; and supervises assigned employees.
Essential Duties:
- Oversees and supervises the work of others; delegates work as appropriate; trains employees; tracks employee performance; and assists with evaluations and discipline situations.
- Assists in the preparation and management of the Department budget.
- Assists in providing support preparing documents and performing other functions unique to assigned department.
- Reviews incident reports for the Department.
- Oversees and reviews contracts to ensure compliance of specifications and spending limits; coordinates contract renewals and extensions.
- Reconciles accounts payable entries through finance accounting system; obtains requisitions for purchase orders; and manages and reconciles credit card statements to ensure accuracy and sufficient documentation.
- Tracks expenditures and use of vendors in compliance with City procurement policies.
- Ensures proper cash handling procedures are in place.
- Initiates accounts receivable invoices for classes for special events for Public Records Requests etc.
- Accepts payments and issues receipts; logs payments; prepares bank deposits; and reconciles bank statements.
- Prepares and edits correspondence communications presentations and other documents; reads and analyzes incoming memos and reports to determine significance; arranges and coordinates meetings; manages schedules/calendars; schedules appointments; schedules meetings; prepares reports and other confidential materials; and arranges travel.
- Oversees compliance of Department with policies and procedures.
- Develops and maintains statistical reports; prepares reports; and drafts standard operating procedures for review.
- Prepares cost estimates requests quotes and conducts research for special projects.
- Pursues grant funds depending on assigned department.
- Supervises scale house operations including coordination with vendors and IT to ensure camera equipment computers and security system are in working order depending on assigned department.
- Assists staff in conducting outreach and public education activities through design of literature and educational materials; conducts tours; and prepares media meeting presentations.
- Conducts various studies and cost/benefit analysis; drafts correspondence and reports; and assists with long range planning policy development and Department enforcement.
- Engages with software used by the Department; trains others in using that software.
- Edits uploads and downloads information to/from Department web pages.
- Facilitates plans and assists with project management.
- Provides business support to other sections/divisions for all levels of purchasing accounting and reporting.
- Processes incoming Public Record Requests for Department.
- Performs various office support duties such as maintaining records and files; opening and distributing mail; answering phones; and retrieving documents and records.
- Provides support for payroll functions for employees.
- Answers employee questions on payroll and policies.
- Maintains Department policies and procedures and performs other duties as assigned.
- Maintains staff and organizational memberships as warranted for assigned area.
- Plans and organizes special Department events as assigned.
- Performs other duties as assigned.
Qualifications:
Education and/or Experience:
Bachelors degree in Accounting Finance Business Administration Public Administration Management or a closely related field; five (5) years of fulltime administrative/management analyst experience in budgeting with some supervisory experience if applicable to assigned area; or any equivalent combination of education experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position in the assigned department.
Licensing Certification and Other Requirements:
Possess a valid Arizona drivers license depending on assigned department.

Physical Demands and Working Conditions:
- Work is performed in a normal City office environment
- Safely operates a City vehicle and variety of standard office equipment including a computer terminal telephone 10key calculator copier and fax machine requiring continuous and repetitive arm hand and eye movement.
- Safely lifts up to 25 pounds.
- Clearly concisely and effectively communicates both in person and over the telephone.
- Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
