Job Description Summary:
Under minimal supervision enforce the Citys traffic code statues through the operation and monitoring of automated traffic enforcement systems and preparation of necessary documentation to deliver process service of summons to defendants who have failed to respond to a notice of violation.Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Enforce city speed limits compliance as set forth by Colorado state statues and Boulder Revised Codes by creating photographic evidence of speeding violations. This includes proper setup of cameras batteries controller processing units and equipment parameters to accurately measure and record vehicle speeds at deployment locations monitoring and troubleshooting system throughout deployment and posting street signage based on legal requirements street layouts school zones time of day weather city canvass speed limits and review of information pertaining to previous activities.
Maintain knowledge of State statutes and municipal ordinances on Boulder Municipal Traffic Code and Automated Vehicle Identification System by attending technical training and required recertification in operational photoradar components including camera function and computer error codes principles of Doppler radar and equipment set up testing and operation procedures.
Articulate knowledge of state laws and municipal ordinances regarding photoradar enforcement to encourage compliance while performing daily public relations duties and communicating with community members.
Collaborate with the BPDs Traffic Unit Boulder Municipal Court Citys Transportation Department Photo Enforcement Vendor and fellow team members in a multidepartmental approach for efficient and effective Photo Enforcement operations to enforce the Citys Traffic Code.
Respond in the field and/or by phone to city employees or community members regarding complaints or questions involving speed van deployment or photo redlight locations.
Maintains composure and responds quickly and courteously in confrontational situations.
Evaluate and determine enforceability of photographic evidence in the issuance of violations and summons.
Research background and motor vehicle records to locate registered owners and verify violations for summons service utilizing confidential investigative software program tools.
Approve prepare and serve summons to defendants who have failed to respond to notices of violation and record data in vendor system.
Testify in court providing information related to assignment and enforcement.
Operate a twoway radio to request assistance or receive information from dispatch and body worn camera for summons service.
May enforce other municipal ordinances as directed.
Monitor office and vehicle inventory maintain daily operational logs and record necessary information for gathering statistical information.
Maintain the Photo Radar equipment Ipad and vehicles schedule and deliver vehicles for regular maintenance and maintain police radio cell phone Ipad and body worn camera.
Perform related duties as required by management to meet the needs of the City including but not limited to mobile speed van deployments vehicle maintenance summons preparation and service other administrative responsibilities.
While performing job duties takes proper safety precautions anticipates unsafe circumstances and acts accordingly to prevent accidents. Responsible for the safety of self others materials and equipment. Uses all required safety equipment and follows all safety regulations policies and procedures. Reports all accidents and damage to City property.
Responsible for knowing and complying with all City and department policies participation in professional trainings and development and adheres to attendance and workplace attire policies.
Driving is required.
Communicate courteously and responsively with the public volunteers and coworkers are sensitive to diversity issues provide effective and efficient service to the public and coworkers and act with a high level of integrity and take responsibility for their words and actions.
MINIMUM QUALIFICATIONS
Ability to work as a sworn City of Boulder Photo Enforcement Officer.
Ability to obtain certification in the operation of NK7 and AutoPatrol Mobile Speed Technology once hired.
Ability and willingness to work weekends.
Ability to handle confidential information in a secure professional and discretionary manner.
Ability to demonstrate interpersonal problem solving and conflict resolution skills.
Ability to interact with people from diverse backgrounds and to maintain composure under confrontational circumstances.
Ability to work in extreme cold and hot weather.
Ability to work in varying conditions and unpredictable situations.
Ability to work with interruptions.
Ability to work alone and maintain an effective performance level with minimal supervision.
Ability to understand articulate and apply relevant state laws and municipal ordinance.
Knowledge at a working level of computerized databases including Word and Excel.
Skills in attention to detail and good observation.
Skills in courteous effective verbal and written communication.
Skills in basic math including the ability to use and apply formulas and measurements.
Valid Colorado drivers license and ability to maintain acceptable motor vehicle record.
Have and maintain acceptable background information including criminal conviction history.
PREFERRED QUALIFICATIONS
Law Enforcement or Photo Enforcement Officer experience.
Experience working with the public.
Conflict management experience.
Experience working with confidential and/or limited access databases and materials.
Ability to make independent decisions using procedures methods and techniques that are well established with options to be considered well defined; duties are not assigned.
Ability to work effectively in an environment with minimal supervision.
Knowledge of photoradar technology and principles of doppler radar.
Knowledge and familiarity with computers and technology.
REQUIRED EDUCATION & EXPERIENCE
High School diploma or equivalent.
Three (3) years of work experience that demonstrates previous stable work history.
BACKGROUND INFORMATION
Demonstrated personal and professional honesty integrity good judgment as shown in applicants criminal history background and motor vehicle record and use of drugs and alcohol. Preference will be given to applicants who have no history of use sale or possession of illegal substances. Polygraph or Computer Voice Stress Analyzer used for verification of applicant information. Prior to employment successful applicants are required to submit to a drug test. Some positions will also require medical and/or psychological testing prior to employment.

WORKING CONDITIONS AND REQUIREMENTS
Physical and mental effort:Combination of sedentary and active work. Deployment duties may require long periods of sitting in a vehicle for up to 10 hours/day and occasional walking/standing for up to two hours a day. Occasional bending squatting kneeling crawling pushing/pulling light items and climbing. Administrative duties may require up to 5 hours/day sitting at a desk and up to 5 hours/day driving a vehicle walking bending reaching climbing stairs. The ability to occasionally lift and carry 10 pounds. Frequent hand/eye coordination and reaching overhead to operate personal computer and office equipment. Constant and repetitive use of the hands for simple grasping and fine manipulation. Vision for reading recording and interpreting information. Speech communication and hearing to maintain communication with employees and the public.
Work environment: Exposure to vehicle exhaust fumes and extreme temperatures may occur as deployment and process service occur in all weather conditions. Weekend work may be required.
Machines and equipment Used:Frequently drives department owned and leased vehicles operates photo radar technology equipment utilizes BPD issued body worn cameras (BWC) twoway police radios and daily use of standard office equipment including personal computers Ipads telephones calculators copy/fax machines. Use of various investigative software programs and applications required including AXSIS ACCURINT CLEAR and CCIC.
