Job Description

The Richmond Behavioral Health Authority is seeking a Health Information Technicianto perform intermediate skilled administrative support and technical work protecting the security of all paper and electronic medical records requesting records for agency staff at offsite storage facilities following The Health Insurance Portability and Accountability Act of 1996 (HIPAA) Substance Abuse Confidentiality Regulations (42 CFR) Part 2 Virginia administrative Code 32.1127.1:03. Health records privacy and Center for Medicare and Medicaid Services(CMS) regulatory guidelines related to records maintenance ensuring all documents are scanned and hung accurately into records and related work as needed or assigned. Work is performed under the supervision of the Health Information Services Supervisor.

Essential Functions

Request records from offsite storage for any clinical services or staff respond to emails and phone calls run reports for audit reviews and record destruction per regulatory guidance from the State Library of Virginia

Scans external documents/ information to designated record set daily.

Verify appropriate consent exists (HIPAA 42CFR Part 2 Subpoena etc.) before releasing protected health information.

Process Disability Requests ROIs (Releases of Information) from individual and stakeholder requests and the SIS (Supports Intensity Scale) requests in accordance with State and Federal regulations.

Maintain Non Routine Disclosure Log in accordance with 45 CFR 164.528 Accounting of disclosures of protected health information.

Reviews and audits records for timeliness completeness and accuracy of health data.

Organizes and maintains data for EHR to include closing individual records in the system.

Records data electronically for collection storage analysis retrieving and reporting.

Protects PHI (Protected Health Information) for confidentiality authorizes access to treatment records; performs data security ensuring that PHI is shared in accordance with HIPPA Privacy and Security Regulations provides consultation and training to agency staff on health information services issues and functions.

Prints/compiles documents scanned into the staff requests or in response to external audit requirements. Other duties as assigned.

Knowledge Skills and Abilities

Knowledge of and ability to follow Federal and State regulations regarding medical records in paper and electronic format. General knowledge of medical office practices procedures equipment and techniques; general knowledge of agency operations and procedures; ability to understand; type and enter data accurately and at a reasonable rate of speed; ability to plan and prioritize work to meet deadlines; ability to meet and deal effectively with individuals served and agency staff; ability to solve problems within scope of responsibility; ability to operate standard office equipment; ability to establish and maintain effective working relationships with medical personnel individuals served personnel community service providers schools associates and the general public.
