What Youll Do

The Y12 IOSC Program Manager will provide leadership supervision and direction to the staff of authorized Inquiry Officials as they conduct indepth inquiries into potential incidents of security concern for actions inactions or events that pose threats to national security and/or DOE security interests or that potentially create dangerous situations or that might degrade the overall effectiveness of the Departments Safeguards and Security protection program.

You will collaborate closely with other Safeguards & Security disciplines as well as outside organizations in identifying and categorizing incidents mitigating risk and protecting the integrity of classified information special nuclear materials and other assets to include employees subcontractors and visitors. Specific duties include the following:

  • Manage the successful implementation execution and maintenance of the Incident of Security Concern (IOSC) program in compliance with DOE O 470.1A Safeguards and Security Program Operations Management Attachment 6 Incidents of Security Concern and Company directives including the completion of Classified Information NonDisclosure Agreement (SF312) as required
  • Provide guidance and direction to Company stakeholders and the Y12 Field Office for issues regarding the identification reporting of IOSCs and 10 CFR 824 events and conditions
  • Serve as the Y12 NSC Law Enforcement Liaison coordinating supporting and assisting law enforcement activities and investigations overseeing effective interviews and supporting multiagency investigations
  • Serve as the Y12 National Security Complex Insider Threat Program Senior Official managing the program in compliance with DOE O 470.5A and investigating reports of alleged insider threats in coordination with the Office of Counterintelligence and other key stakeholders
  • Perform functions as an integral member of the Threat Assessment Team
  • Initiate and direct inquiries into security related events and other nonsecurity related events as necessary
  • Properly categorize security incidents oversee the inquiry process and ensure the timely completeness of reports and findings
  • May testify as a subject matter expert/Y12 investigative representative in court proceedings/official hearings
  • Provide direction and oversight for the protection of physical and forensic evidence in accordance with company directives and DOE/NNSA Orders
  • Provide advanced analysis and expert recommendations for security related incidents to senior management and members of the Security Incident Response Team (SIRT)
  • Make recommendations to senior leadership related to potential technological solutions to reduce the impact of security and nonsecurity related events
  • Initiate notifications and conduct briefings to senior level Company officials the Y12 Field Office and NNSA Headquarters
  • Model/demonstrate an ability to lead under and propagate a valuesbased culture including Integrity Trust Teamwork and Excellence with a focus on the CNS imperatives of Safe Secure Zero Defects & Deliver as Promised.

Minimum Job Requirements

  • Bachelors degree and a minimum of 7 years relevant experience

Preferred Job Requirements

  • 10 years or more of investigative experience to include conducting interview/interrogation infield investigation management of an investigative caseload event scene protection/management evidence collection/preservation and case presentation
  • Training and experience in digital forensics investigations to include experience in the use of specialized forensic examination tools (e.g. Cellebrite) and experience leading sanitization efforts for classified spillage events
  • Possess a demonstrated success in organizational management and the ability to lead and conduct extensive and detailed inquiries of varying complexity
  • Have experience participating in incident command and response events
  • Completed National Training Centers PMC310 Incidents of Security Concern Fundamentals and be approved in writing as an Inquiry Official by the Officially Designated Federal Security Authority
  • Have experience as an authorized Inquiry Official
  • Must be well versed in the legal issues associated with conducting inquiries into incidents of security concern (IOSC)
  • Be able to provide investigation expertise cost effective and relevant training and technical expertise to IOSC staff
  • Have a thorough knowledge of DOE Orders associated with the Safeguards and Security Program to include but not limited to DOE O 473.2A Protective Force Operations; DOE O 473.1A Physical Protection Program; DOE O 471.6 Information Security; DOE O 472.2A Personnel Security; DOE O 474.2A Nuclear Material Control & Accountability; DOE O 470.1A Incidents of Security Concern; and DOE O 470.5A Insider Threat Program
  • Working knowledge of accounting concepts accident reconstruction and damage assessments
  • Be able to make disposition recommendations to management and execute agreed strategies to prevent recurrence of incidents

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712) which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligencescope polygraph examination.

This position may be categorized as a designated position identified by 10 C.F.R. Part 709 requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligencescope polygraph examination.
