Job Summary:

The Program Manager is responsible for providing assistance in the daily operations of support services provided for individuals including Independent and Supported Living Services and Tailored Day Services including overall management and administration or programming for assigned individuals. The Program Manager provides leadership to Direct Support Professional team members and works with other members of the support team to ensure a consistent schedule of support to meet individual needs. The Program Manager position is an in-person position with one day weekly permitted for remote work if schedule needs allow.


Description of Duties:

  • Adhere to ETTA Regional Center policies and compliance standards.
  • Provide day-to-day coordination of staffing services and interdepartmental communication for assigned supported individuals.
  • Responsible for developing implementing and tracking client programs and services according to program designs and ISP goals.
  • Conduct referral packet reviews potential client interviews and assessments.
  • Communicate with Regional Center to ensure timely authorization of services based on assessments and transition of services from outside Regional Centers.
  • Submit regular progress reports to maintain or amend authorizations as needed.
  • Responsible for completing and submitting all required paperwork per policies and procedures and funding source requirements including monthly Regional Center billing reports and expenditures analysis.
  • Maintain up to date knowledge of Californias Self Determination Program and work with individuals families Independent Facilitators and Financial Management Services to ensure delivery of services for those utilizing SDP.
  • Develop organizational practices which prioritize the needs of individuals supported utilizing the most efficient scheduling practices.
  • Professionally interact with Regional Center(s) and other related organi8zations.
  • Regularly communicate with individuals supported and their families in a courteous supportive and professional manner to address services concerns questions or other issues.
  • Participate in regular outreach efforts to promote ETTA clients and program services including regular attendance of networking events trainings and fairs.
  • Maintain client records using HIPAA compliant web-based programs including but not limited to Therap eRSP and Office 365.
  • Participate in Regional Center IPP annual and quarterly meetings in addition to regular family/client meetings.
  • Responsible for assigned staff payroll completion accuracy and timelines.
  • Responsible for interviewing hiring training management and disciplinary actions of direct support staff.
  • Provide coverage for unstaffed unassigned clients as needed.
  • Available for urgent on call support and crisis intervention.
  • Provide immediate notification of any special incident to direct supervisor and complete required SIR notification to Regional Center.
  • Participate in all meetings and behavioral/skills training as required by agency.
  • Support quality programming health and safety of all individuals in associated programs. Maintain emergency supplies as provided by agency to meet program needs for assigned clients. Perform site visits and support staff training for all department clients.
  • Weekly travel to the San Fernando Valley for meetings at ETTAs main office.
  • Maintain a regular work schedule based on the needs of the program (with crisis availability) with punctual and consistent attendance.
  • Understand and abide by ETTAs Mission and Vision for client services including all policies and procedures.
  • Meet face-to-face with all individuals on assigned caseload at least 1x monthly.
  • Maintain a caseload as determined by Director and Assistant Director of Programs.
  • Meet at least 1x weekly with direct supervisor to report progress and discuss support needs for individuals served.
  • Work effectively as part of a support team including other managers directors and outside agency members.
  • Perform all related responsibilities as requested by Daily duties and/or tasks may vary from client to client.
  • Support individuals served based on their specific cultural needs/ religious observance showing a high level of sensitivity to these needs.
  • Dress in a professional and conservative manner consistent with ETTAs dress code.
  • Other duties as assigned.

Qualifications and Education Requirements:

  • Bachelors or Masters degree in social work psychology or other human services related field highly preferred.
  • High level of knowledge of the California Regional Center system and familiarity with the Self Determination Program.
  • Minimum 3 years experience in supporting the I/DD community with preference for those with experience in adult services.
  • Knowledge of the needs of adults diagnosed with Autism Spectrum Disorder.
  • Demonstrated leadership ability with minimum 2 years in a supervisory position.
  • Excellent written and verbal communication skills.
  • Extensive knowledge of the Regional Center system including service types billing authorization and documentation.
  • Demonstrated ability to complete in-person assessments for Regional Center Services including Tailored Services ILS and SLS supports and submit written assessment data in compliance with Regional Center requirements.
  • Familiarity with the Self Determination Program and self-directed services/ funding.
  • Excellent organizational skills and the ability to manage multiple projects simultaneously and meet deadlines.
  • Ability to work independently.
  • Familiarity and demonstrated use of Microsoft Word Excel Powerpoint and Outlook applications.
  • Provide three verifiable professional references.
  • Have the knowledge and/or ability to understand and abide by practices within Jewish culture.
  • Have a high degree of discretion when dealing with confidential information.
  • Have proficient computer skills.
  • Have up to date CPR/First Aid and CPI certifications; or be willing to complete agency provided CPR/First Aid and CPI certification courses.
  • Have reliable transportation during the workday.
  • Meet the qualifications of a driver as established by our insurance carrier provide proof of insurance coverage and an active drivers license and receive DMV clearance.
  • Pass routine evaluations.
