The Joint Office of the Secretary of Defense Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense Federal Civilian and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Industry and Security Analysis Group (ISAG) provides analytical technical and program support to promote grow and protect the U.S. industrial base. ISAGs support spans the Department of Defense (DOD) Department of Commerce and other agencies to deliver critical decision support to national security leaders. Our team informs policy decisions enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation. This enables senior leaders to execute strategies for developing and sustaining a robust industrial base that meets our nations strategic resource objectives. From policy to practice we are a team of economic and national security professionals providing innovative solutions for our Nations most pressing security challenges.

We have an immediate need for a Team Telecom Analyst to provide onsite support at the Mark Center in Alexandria VA (with visits to the Pentagon).

Responsibilities

The National Security Analyst (Telecommunications) will support the Assistant Secretary of Defense (ASD) for Industrial Base Policy on The Committee on Foreign Investment in the United States (CFIUS) Telecommunications Services Sector (also known as Team Telecom). Team Telecom is an interagency committee that advises the Federal Communications Commission (FCC) in its public interest review of national security and law enforcement concerns that may be raised by foreign participation in the U.S. telecommunications services sector. The candidate will be responsible for review of Team Telecom applications to include documents relating to FCC license applications (relating to satellites subsea cables international networks and other related areas) corporate ownership structures cybersecurity and physical security policies and USG contracting information. Conduct due diligence and factfinding research independently and with the support of DoD stakeholders to assess risk arising from foreign participation in each FCC application review and the implications to DoDs security interests communications network resiliency supply chain personal data and cybersecurity. Analyze opensource and classified information on telecommunication security issues to formulate actionable policy recommendations for DoD leadership decision. Author analysis papers regarding the risks of foreign participation in each application review and advise the interagency Committee of the Departments recommendations. Produce case summaries talking points and action memos for DoD leadership. Support evolving telecommunications and technology security policy developments as required.

Qualifications

Required:

  • Bachelors degree with a desired focus area in National Security Cybersecurity or International Relations
  • 5 years of relevant risk analysis experience OR 10 years of experience supporting national security issues
  • Familiarity with Team Telecom CFIUS export controls sanctions or other related USG processes
  • Proven research skills to support technical legal and financial questions
  • Ability to communicate clearly both verbally and in writing
  • Ability to travel (domestic and possibly international)
  • Active TS/SCI clearance

Desired:

  • Masters degree in the areas of Computer Science Computer Engineering Information Technology or Cyber Security
  • Experience in the telecommunications industry (especially in operations services and/or technical positions)
  • Experience or certifications in the cybersecurity realm
  • Previous OSD or major staff experience
