HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
Your Team:
The Office of Development leads the agencys effort in implementing the Mayors Housing Plan. This is achieved in close collaboration with HPD colleagues other City and state agencies and the New York City Housing Development Corporation (HDC).
The Division of Homeownership Opportunities and Preservation (HOP) creates and preserves affordable homes to facilitate generational wealthbuilding maintain housing quality and address the legacy of discrimination segregation and concentrated poverty. We do so by providing financial assistance to low and middleincome homeowners limited equity cooperatives and community land trusts. Programs within the Division include:
HomeFix and Project Help programs provide access to affordable low or nointerest and potentially forgivable loans and grants for home repairs as well as resiliency or energy efficiency improvements to eligible owners of one to fourfamily homes in New York City in partnership with nonprofit organizations
The Plus One Accessory Dwelling Unit (ADU) program that finances ADU conversions in small homes and newly authorized basement legalizations under local law
Small Homes Rehab which works with nonprofit developers to rehab existing public sites and privately owned 14 family homes to create affordable homeownership opportunities for lowincome New Yorkers.
Community Restoration Fund (CRF) which facilitates the acquisition of distressed mortgage notes from mortgage lenders and repositions these assets to preserve affordable homeownership and rental opportunities.
The Affordable Neighborhood Cooperative Program (ANCP) which selects qualified developers to rehabilitate distressed cityowned occupied multifamily properties managed by the Tenant Interim Lease Program to create affordable cooperatives for low and moderateincome households.
The Open Door Program which funds construction of cooperative and fee simple buildings to low moderate and middleincome families
and special initiatives including the Community Land Trust initiative designed to ensure community stewardship of land and longterm housing affordability the Zombie Homes initiative intending to develop an acquisition strategy for vacant and abandoned homes and reposition them as affordable homeownership opportunities and the Basement Apartment Conversion Flood Mitigation Study which is intended to develop mitigation strategies to facilitate safe basement conversions in New York City.
Your Impact:
HOP seeks a Deputy Director of Small Homes Stabilization Programs. The Deputy Director will report to the Director of Small Homes Stabilization Programs. This role will be part of the Small Homes Stabilization team which manages programs that support existing owners of onetofour unit residential properties within New York City. This includes programs that provide home repair loans facilitate the creation of Accessory Dwelling Units as well as programs that support the stabilization and acquisition strategies for distressed 1 to 3unit homes.
Your Role:
The Deputy Director will assist in executing the structuring and expansion of the Plus One ADU Program. This role will be responsible for advising on new program and policy development for the expanded program and will work significantly with nonprofit partners to carryout providing technical assistance to eligible homeowners. In addition to defining and negotiating business and legal terms of their programs the Deputy Director will also oversee a portfolio of 13 unit properties throughout the predevelopment construction and post construction completion process to ensure compliance with HPD policy and program terms. This role is expected to prepare and maintain written correspondence documents reports metrics project tracking and files regarding all assigned projects. The ideal candidate is a creative analytical solutionsoriented professional that has previous program and project management experience.
Your Responsibilities:
Primary duties will include but not be limited to the following:
Assisting in increasing the Plus One ADU Program pipeline and improving the agencys ability to serve the 14 family housing stock of New York City as it relates to homeownership;
Assisting in the development and improvement of program processes to better serve program applicants;
Assisting in the completion of the Basement Apartment Conversion Flood Mitigation Study so that the results of the study are well informed and can guide the agency in integrating basement conversion work into existing programs;
Establishing appropriate productivity measures; supporting staff in achieving programmatic and agency goals promoting collaboration among staff and engaging in and leading programmatic policy discussions;
Assisting the Director with managing staff in the Small Homes Stabilization team including developing training materials training staff onboarding supervising and evaluation of project management;
Assisting the Director in proactively managing projects troubleshooting making appropriate recommendations to ensure all necessary approvals;
Managing procurement actions including contract management invoicing etc. for partner vendors on homeownership programs;
Reviewing legal documents to ensure program terms are accurately reflected;
Managing administrative functions such as budget forecasting across programs setting productivity goals developing tracking/reporting metrics for each program area and compliance;
Reviewing project proposal materials and loan documents prepared by program staff;
Communicating with elected officials other City agencies homeowners developers lenders community groups and other stakeholders as necessary including presenting program materials at interagency meetings meetings with elected officials and community meetings;
Collaborating with other HPD divisions to achieve agency goals as they relate to homeownership.
Preferred Skills
Previous leadership or supervisory experience;

Previous experience managing programs as well as seeking ways to improve programs and procedures;
Ability to assess situations and persuade with concise specific solutions;
Strong verbal and written communication skills;

Prior experience working on housing or homeownership programs;
Knowledge of housing development/lending and knowledge of HPD development programs;
Demonstrated analytical skills and ability to work effectively with others to obtain results promptly;
Knowledge of NYC government and housing issues;
Significant experience with housing finance real estate underwriting and financial feasibility analysis;
Excellent analytical quantitative and research skills;
Excellent interpersonal skills;
Ability to perform complex tasks with limited supervision;
Strong facility with Microsoft Word Excel & Powerpoint.
Civil Service Requirement: Only candidates that are serving permanently in the Associate Housing Development Specialist Civil Service Title those that filed for the latest Associate Housing Development Specialist Civil Service Exam #4122 or those serving in a comparable civil service title will be considered.

Qualifications :
1.A baccalaureate degree from an accredited college or university and three years of fulltime satisfactory professional experience in the development appraisal financing negotiation or disposition of real estate or in real estate law or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and seven years of fulltime satisfactory experience as described in 1 above; or
3.A satisfactory combination of education and/or experience which is equivalent to 1 or 2 above. Graduate study in the field of urban studies city planning business or public administration finance architecture engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However all candidates must have at least two years of experience as described above.
