Job title: Senior Programme Manager Young People Skills

Salary: 42000 Grade: Band 3 Permanent

Location: Need to attend Covent Garden/Museum Depot Acton/Leicester Square Office/ Plus hybrid working.

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4week working arrangements can evolve subject to business requirements.

Overview of project/role

The Senior Programme Manager roles are critical to ensuring all Learning & Participation programming is high quality delivers social impact drives audience engagement and supports London Transport Museum to ignite curiosity to shape the future. The post holder in each of these roles will be responsible for the development and delivery of a range of Learning & Participation programmes for specific audiences and communities onsite offsite and online. They will manage these programmes in order to deliver against annual and longterm strategic objectives ensuring they are reaching their maximum potential for audiences. Senior Programme Managers work collaboratively to drive continuous improvement and best practice across the various programmes.

This role manages programmes that work with untapped trailblazing and creative young Londoners aged 1625 seeking careers in the cultural and transport sectors. The audience is reached through activities delivered onsite offsite at partner venues and online. The primary programmes are Creative Careers and Progression Routes.

This role manages a range of informal young peoples programmes including a youth advisory board apprentice network and sector partnership network that seek to support young Londoners to take a next step on their career paths in the cultural and transport sectors. This role will support new programming across young peoples programmes focused on neurodivergent young people as well as wellbeing and career support sessions offered to all young people. This role will support the development and management of meaningful collaborations with community youth and corporate partners. It will advocate for and support best practice in participation coproduction and building inclusive cultures across LTM.

Key Accountabilities

  • Proactively plan with the Heads of Learning & Participation the development and delivery of programmes for specific audiences and communities in line with longterm strategic objectives and received targets aligned to reaching new audiences delivering social impact creating high quality visitor experiences and generating income. This includes adapting plans in response to changing circumstances and developing and managing individual projects and campaigns as necessary.
  • Ensure effective relationship building with audiences & communities and existing/potential external partners including key contacts across TfL and/or strategic bodies in culture employability transport and education to keep the programmes current appealing connected to wider agendas and able to leverage funding.
  • Manage the development delivery and evaluation of highquality outcomesfocused programmes on time and within budget and quality; using evaluation data sector insights and knowledge of best practice to manage issues escalate risks and drive continuous improvement in reach quality audience relevance and impact and report to funders and other key stakeholders
  • Develop implement and monitor systems and processes across programmes which enable efficiency quality and legal compliance and drive continuous improvement i.e. Health & Safety General Data Protection Regulation (GDPR) and data management Safeguarding etc . Plan and manage budgets working closely with London Transport Museum Finance and Heads of Learning & Participation to ensure programmes are delivered in a realistic and sustainable way in line with strategic objectives and targets. 6. Recruit manage and develop the team in order to ensure employees freelancers and volunteers are engaged motivated and committed to delivering high quality programmes.

  • Demonstrable knowledge of outcomesfocused programme design measurement and reporting in order to drive engagement and deliver social impact (Essential)
  • Knowledge of the basics of GDPR safeguarding and health & safety (Essential)
  • Demonstrable knowledge of volunteering best practice (Desirable) A good working knowledge of Transport for Londons services and the history of public transport in London or demonstrably prepared to acquire this (Desirable)
  • Uptodate knowledge of current and emerging practice and policy regarding issues affecting employability skills young people and their support sectors (Essential)
  • Knowledge of practice and programming for neurodivergent young people and experience building inclusive cultures (Desirable)

Experience

  • Experience of managing and delivering large and/or complex learning & participation programmes using data to drive quality and improvement and ensuring the development of experiences which support strategic priorities and meet challenging targets (Essential)
  • Experience of leading and managing teams (Essential)
  • Experience of setting and managing budgets resources and teams to meet challenging strategic targets and deadlines with high levels of visibility (Essential)
  • Experience of working with partner organisations to drive engagement with audiences (Essential)
  • Experience managing stakeholder relationships with clients funders partners local authorities or equivalent (Essential)
  • Experience of consultation and coproduction with young people community partners or other audience (Desirable)
  • Experience of commissioning and managing digital content that supports programme delivery (Desirable)
  • Extensive experience of working with young people in informal learning environments to develop skills and employability (Essential)
  • Experience working on coproduction and able to advocate for best practice in participatory practice (Essential)
