The Ombudsman Selection Committee of the Alaska State Legislature is accepting applications for the position of Alaska Ombudsman. This position can be located in either Anchorage or Juneau. The Ombudsman must be 21 years or older and an Alaska resident for at least three years as per AS 24.55.030(a)4.
The Ombudsman is a nonpartisan independent impartial official of the legislative branch readily available to the public. The position is compensated on the State of Alaska Legislative Exempt 40hour a week salary schedule at a range 26. The Ombudsman is administratively responsible to the Legislature and is empowered to investigate the administrative acts of State of Alaska agencies and to recommend appropriate changes to rectify problems discovered during those investigations. Goals include safeguarding the rights of persons and promoting higher standards of fairness competency efficiency and equity in the provision of state services. The ombudsman office provides a neutral review of complaints from citizens who encounter problems dealing with state agencies and issues opinions and an annual report on the offices findings. The ombudsman also can act as a facilitator in helping resolve legitimate citizen complaints with state agencies.
This position is in the Exempt Service. This position serves at the pleasure of the Legislature for a fiveyear term not to exceed three terms. This position is required to file financial disclosures with the Alaska Public Officers Commission and with the Legislative Ethics Committee. Ability to meet and adhere to criteria set forth in AS 24.55.030:
AS 24.55.030. Qualifications; Prohibition Against Political Activity.
(a) A person may not serve as ombudsman
1 within one year of the last day on which the person served as a member of the legislature;
2 while the person is a candidate for or holds any other national state or municipal office; nor may the ombudsman become a candidate for national state or municipal office until one year has elapsed from the date the ombudsman vacates the office of ombudsman;
3 while the person is engaged in any other occupation for which the person receives compensation;
4 unless the person is at least 21 years of age and is a qualified voter who has been a resident of the state for at least three years.
(b) It is essential that the nonpartisan nature integrity and impartiality of the ombudsmans functions and services be maintained. The ombudsman and members of the staff of the ombudsman may not join support or otherwise participate in a partisan political organization faction or activity including but not limited to the making of political contributions. However this subsection does not restrict the ombudsman or members of the staff of the ombudsman from expressing private opinion registering as to party or voting.
