Job Description
Position Information
Help carry out the BWS vision and mission with excellence.- Formulating and executing policies and division priorities analyzing pertinent operational issues and information; and assessing the impact of proposed policies and guidelines to ensure efficient and effective service to BWS water consumers.
- Developing and implementing shortterm and longterm goals and objectives pertaining to the operation of the BWS water system; operation maintenance and repair of BWS pump and treatment facilities; repair and maintenance of the BWS fleet.
- Overseeing the planning and review of division programs for the proper design operation and maintenance of the water system facilities to ensure efficient effective and timely distribution of quality water to BWS water consumers.
- Developing and justifying the operating and capital improvement budget for the division including the evaluation of the necessary resources and authorizes the redistribution of available resources to meet changing operational needs.
- Serving as principal advisor to the Manager and Chief Engineer on water system operations and its related programs including water system facility operations; water treatment operations; mechanical and electrical equipment design operation and maintenance; control center operations; and automotive services.
- Developing internal procedures and practices for providing the highest quality of services and coordinative efforts among managers supervisors and employees.
- Determining the need and developing specific plans for organizational or operational changes that have the potential for significant impact on the division. Establishing reporting relationships and administrative controls over program or support operations.
- Overseeing the coordination of work internal and external to the division resolving conflicts among programs and coordinating activities with all affected areas.
- Resolving conflicts among staff in areas of shared responsibility personnel and other administrative issues and concerns.
- Keeping employees informed of BWS and division goals and objectives; ensuring that revised policies procedures methods and related work changes are implemented and executed in the proper and timely manner.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionallyaccredited fouryear college or university with a bachelors degree in mechanical engineering electrical engineering civil engineering or a related engineering field.Substitution: Work experience may be substituted for a bachelors degree on a yearforyear basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a bachelors degree.The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionallyaccredited college/university in the United States. In order to receive credit for the education a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Five years of registered professional mechanical electrical or civil engineering experience two of which shall have involved the operation and evaluation of water or related systems and pumping or industrial plant machinery and equipment including or supplemented by three years of experience in an administrative capacity.
Such experience must have demonstrated knowledge of: principles theories and practices of mechanical and electrical engineering and hydraulics; methods techniques and procedures utilized in the administration of engineering systems and evaluation of mechanical and electrical systems equipment and operations including installation operation control maintenance repair and testing of electrical and mechanical pumping equipment and telemetering and supervisory control systems; treatment and quality control practices and methods; research methods and techniques; applicable Federal and State laws City ordinances rules and regulations; applicable current/best technologies and practices national standards and engineering codes; And the ability to: lead direct and administer the operations for pumping plants and storage facilities and reengineer work processes; plan organize coordinate and evaluate plant operations and related programs; effectively coordinate operational activities with projects and work of other divisions branches agencies and public/private organizations and groups; review and analyze plans and specifications relating to engineering projects involving pumping and related systems; confer with design engineers to provide expertise on plans and specifications system modifications new equipment etc.; supervise and conduct engineering analyses and research studies; prepare administrative and technical reports based on operations engineering studies etc.; deal tactfully and communicate effectively with senior management City officials contractors and consultants regulatory and private agencies and the general public.QUALIFYING EXPERIENCE:For this position the qualifying experience required in an administrative capacity must conclusively demonstrate the scope and level of experience comparable to that of a branch chief or higher.
QUALITY OF EXPERIENCE:Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.LICENSE REQUIREMENT:
1. Current State of Hawaii registration as a professional civil electrical or mechanical engineer.
