1. Background:
NRC has been present in Ukraine since 2014. Since the escalation of the war in 2022 we have been continuously scaling up our response across the country and working with national partners. Our emergency programing covers protection shelter education livelihood and collective sites management sectors. Geographical coverage reaches the south east and north macroregions.
2. Role and responsibilities
The purpose of the Protection Officer position is to deliver NRC protection interventions in Odeska Mykolaivska and Khersonska oblasts from Mykolaiv field office. The position will be managed by the Protection Coordinator under the overall management of the Protection Manager and with technical support from the country level Protection Specialist.
The protection interventions include delivery of the following services: a) Individual Protection Assistance with a clientcentered approach b) protection referrals counseling and accompaniment c) protection monitoring d) community selfprotection initiatives to strengthen existing coping mechanisms which proved to be efficient e) assisting collective sites with some essential NFI goods and supporting selfmanagement and coordination efforts of the residents and site management f) others if appear due to the program changes.
All the interventions are implemented in accordance with internal and global standards and with respect to protection mainstreaming principles.
Generic responsibilities:
1. Ensure compliance with NRC policies guidelines and standards.
2. Ensure compliance with global protection mainstreaming principles.
3. Undertake technical responsibility for implementation of protection interventions within ongoing projects in the southern oblasts of Ukraine.
4. Maintain accurate documentation and collect data with compliance with data protection and other information management principles.
5. Contribute to tracking financial expenditures.
6. Contribute to timely developing status and other reports as required by management.
7. Assess promote and document ideas for technical improvement and further program development options.
8. Ensure that interventions target beneficiaries most in need and explore and assess new and better ways to assist.
9. Contribute to local advocacy efforts to tackle the barriers to access the services guaranteed by
the state.
10. Support with monitoring documentation and technical support for implementation of
project activities done by implementing partners as required.
Specific responsibilities:
1. Provide Individual Protection Assistance (including inkind support and cash
assistance) as well as protection counselling and accompaniment to people at risk
of or exposed to protection risks.
2. Conduct safe referrals internally and to external specialized service providers working with
Protection Coordinator to ensure usage of accurate services mapping and referral pathways.
3. Conduct protection monitoring activities in accordance with NRC internal and the Cluster
guidelines.
4. Assist collective sites with some essential NFI goods and supporting selfmanagement and
coordination efforts of the residents and sites management.
5. Support the enabling of a protective environment in collective sites through protection
mainstreaming activities and protection training provision to relevant staff teams.
6. Contribute to identification of local CSOs for potential partnerships assessing their capacity
and suggested response. Once CSOs are contracted technically support implementation of
the agreed activities.
7. Contribute to analyzing the operational context including existing national and international
response and not covered gaps. Make suggestions on adjustments to the ongoing NRC
protection program to respect needsoriented approach.
8. Provide psychological first aid to individuals in need of psychological support.
9. Ensure regular collection analysis and internal dissemination of protection information with
respect to existing data protection protocols and standards of confidentiality.
10. Support field data collection to inform relevant internal and externally commissioned
protection assessments risk analyses and needs assessments.
11. Represent NRC at external meetings as delegated by the Protection Coordinator including
bilateral meetings with partners and local authorities.
