The Opportunity

WSDOT Budget and Financial Analysis Division in is currently seeking a Transportation Planning Specialist 5 to independently serve as a consulting expert regarding financial planning of statewide toll facilities. In this role you will direct and conduct transportation economic and statistical research and analysis of complex data including sources and uses of funds in all agency programs serve as an agency contact on bond compliance issues and make recommendations for transportation longrange plans megaproject financial plans and other financial issues. TheFinancial Planning Analystwill work collaboratively with other staff in the unit agency program experts consultants executives Office of Financial Management (OFM) and legislative staff. Our top candidate will possess exceptional communication skills and a high level of professionalism as this position will communicate complex technical information to technical and nontechnical audiences internal and external to the agency.


What to Expect

Among the varied range of responsibilities held within this role the Financial Planning Analyst will:

  • Direct project studies and analysis involving total systems and programs especially tolling.
  • Review megaproject financing mechanisms and produce financial plans in such a manner that are useful for department executives OFM and legislative staff.
  • Regularly produce consulting expertlevel presentations and guidance to a variety of audiences.
  • Analyze adequacy of available financial methods used for transportation and development of criteria for types and levels of financing for multimodal transportation systems.
  • Analyze and make qualitative evaluations of data prepare reports and make specific recommendations concerning the development of transportation projects and other financial issues.
  • Determine bond proceed needs by analyzing cash flow and managing monthly plans for assigned accounts.
  • Maintain all related debt information monitor bond authorizations and sales and monitor arbitrage compliance.
  • Establish methods and manage records retention for bond arbitrage.
  • Serve as a department contact on issues of compliance with Internal Revenue Service (IRS) rules.


Qualifications

To be considered for this opportunity at least one 1 of the following are required:

  • A high school diploma GED or equivalent AND seven 7 years of professional experience involving analysis and evaluation of transportation economic or financial issues. OR
  • A bachelors degree in transportation public or business administration finance mathematics or economics AND five 5 years of professional experience listed above. OR
  • A masters degree in transportation public or business administration finance mathematics or economics AND four 4 years of professional experience listed above.


In addition to one 1 of the above the following are also required:

  • Working knowledge of the state budget process toll revenue financing and taxexempt gas tax bonds.
  • Ability to fully understand and perform basic statistical and economic analysis.
  • Expert level financial planning experience and advanced computer skills.
  • Advanced communication skills with the ability to professionally interact with customers verbally and in writing.
  • Ability to present complex financial information effectively to a diverse group of stakeholders.
  • Ability to work independently and in a team environment.


It is preferred that qualified candidates also have:

  • Working knowledge of specialty bond issuance including Build America Bonds TIFIA and GARVEE bonds.
