At Corrections Health we provide medically needed health care to adults and youth in custody at Multnomah County Jails and Juvenile Detention Facility. Come join our team of Portlands most outstanding health care professionals providing exceptional services to our diverse community!
The TSP Manager will lead and continually develop the Transitional and Community Services Program within Corrections Health serving justiceinvolved individuals within Multnomah County. This role includes overseeing licensed and support staff who work with justiceinvolved individuals and coordinating discharge planning for release into the community or transfer between correctional facilities.
The TSP Manager will collaborate with the Corrections Health Director and management team to develop and maintain legally or fiscally required functions partner with internal and external agencies for support services and programs represent Corrections Health and the County in relevant meetings and committees and manage the programs financial and budgetary functions.
In the TSP Manager role you will:
External Relationships:
Serves as an expert in providing specialized health and legal services to incarcerated or released clients with various physical and mental health needs. Collaborates with stakeholders to develop and plan transitional and community services programs. Builds strategic partnerships and consults with community groups to address service problems and promote health programs.
Quality Processes and Improvement
The position entails evaluating the quality of services provided by collaborating with Corrections Health leadership reviewing reports and statistical data conferring with staff and gathering feedback from clients community advisory groups community partners and service users to identify areas for improvement.
Necessitate a deep understanding and application of best practices in diversity and inclusion as well as knowledge of applicable laws regulations and government requirements that govern correctional facilities clients (both justice involved and released) and partnerships with entities like the Multnomah County Sheriffs Office and Department of Community Justice. This knowledge is essential for reviewing program performance and developing action plans for improvement.
The role also includes promoting client and staff satisfaction by regularly evaluating satisfaction survey results and addressing areas for improvement. This involves addressing concerns raised by providers staff clients and other internal and external stakeholders using LEAN and performance improvement principles with the goal of building a culture of trust and collective problemsolving.
Human Resources
The TSP Manager is responsible for staff hiring performance and professional growth. Ensures staff understand their roles diversity and inclusions impact and maintain high standards. Manages coaches and evaluates staff performance to ensure highquality client care. Resolves conflicts facilitates cultural understanding and manages group dynamics. Addresses performance issues fosters a supportive work culture and ensures appropriate licensing and certifications. Completes annual performance evaluations creates job descriptions and plans work schedules.
Financial Management
This position directs ongoing monitoring of financial performance and implementation of corrective action as indicated. Directs financial monitoring corrective action and budget development to achieve program objectives. Modifies procedures to meet changing conditions and recommends policy revisions to improve efficiency. Analyzes data to plan program changes and meet programmatic goals. Determines staffing needs monitors expenditures and maintains budgetary control. Develops data collection systems and presents reports to leadership. Explores new revenue sources and business opportunities. Develops and maintains a costeffective annual budget. Stays aware of advances that may impact program services and budget outcomes.
Leadership
Directs all activities of the Transitional and Community Services Program. In partnership with the Corrections Health Director and management team develops and directs processes and workflows within the program. Prioritizes and assigns work establishes work schedules and monitors work performed by staff. Provides leadership in facilitation and collaboration on a broad range of complex issues. Evaluates facility and space needs as the program grows.
Strategic : Proactively anticipate the needs of Corrections Health and the impact the program has on stakeholders. Practice and further develop competencies in the areas of general management financial management human resources management organizational dynamics and governance organizational communication strategic planning information management risk management and quality improvement. Serve as a role model for others by exhibiting Corrections Health and department mission and values.

Minimum Qualifications/Transferable Skills*:
Bachelors degree AND
Three 3 to six 6 years of experience that demonstrates the ability to perform the duties of the position.
(Equivalency 710 years of qualifying training and/or experience).
Must be able to pass a Multnomah County Sheriffs Office Background Check.
