The purpose of the Recorder Chief Information Officer (CIO) is to manage the IT functions of the Maricopa County Recorders Office. This position is responsible for providing a technology vision and leadership in developing and implementing IT programs while assisting the Recorder with strategic tactical and securityrelated compliance. The Recorder CIO also plans and implements enterprise information systems to support the Recorders Office operational business lines and facilitates communication between staff management vendors and other technology resources within the organization and with external stakeholders. Additionally the Recorder CIO oversees the design implementation and evaluation of systems that support end users in effectively utilizing computer hardware and software; collaborates with the Recorders Information Technology Division the Maricopa County Information Security Office and the Office of Enterprise Technology to ensure toptier Recording and Elections security infrastructure and client services.

The Maricopa County Recorders Office (MCRO) is responsible for maintaining the Maricopa County voter registration records and for administering over elections in partnership with the Maricopa County Board of Supervisors. The MCRO also maintains the permanent public record of over 50 million documents dating back to 1871 including deeds plat maps and a variety of other important documents. Our office serves over 2.5 million registered voters as well as 4.4 million residents across Maricopa County. We Require
Ten years of related work experience
Five years of management experience in an IT Division or over an IT Department
Bachelors degree in Computer Science or an ITrelated field
We Also Value
Five years of experience with Azure DevOps and Agile software development systems implementation and technical support
Experience with recorder and elections functions
Experience supporting government clientfacing operations
Experience in managing multiple projects and assigned resources to achieve successful outcomes
Experience in short and longrange IT department planning and budgeting
Lean Six Sigma (LSS)
Certified Information Systems Security Professional (CISSP)
Job Contributions
Provides strategic IT leadership for the Recorders Office and its divisions: Recording Services Voter Registration Early Voting Communications and Administrative Services
Oversees the development implementation and maintenance of all technology systems that support office operations including voter registration and early voting platforms
Ensures compliance with cybersecurity standards risk mitigation strategies and regulatory requirements in collaboration with the Countys Information Security Office
Directs IT infrastructure specific to the Recorder including databases server environments and cloudbased services to guarantee reliability and scalability
Manages application development software integration and vendor solutions that facilitate records elections and administrative functions
Leads the planning and of IT projects ensuring alignment with office priorities timelines and budgets
Establishes and enforces IT policies standards documentation protocols and quality assurance practices
Oversees business continuity and disaster recovery planning for missioncritical systems and services
Manages data governance reporting tools and analytics platforms to support operational insight and ensure public transparency
Coordinates procurement and vendor management with the Administrative Services Division for all technology needs of the Recorders Office including contracts and compliance
Oversees and manages the IT Division budget to ensure projects remain within scope and cost and assists in the development and forecasting of future technology budgets
Hires leads and evaluates IT personnel fostering a collaborative and responsive culture of internal support
Serves as the primary liaison between IT and the leadership of the Recorders divisions to assess and meet operational needs
Champions digital transformation initiatives to modernize processes and enhance constituent access to public records and voter services
Participates in the Recorders executive leadership team to align technology planning with longterm organizational goals

General office environment
Required to respond 24x7 as needed especially during scheduled elections
May occasionally need to lift equipment up to 50 pounds
Some driving between work locations is required
