Job Description

Division Program Manager CSW
Position Summary:
The Divisional Program Manager will provide direct oversight and key leadership to the Colonnas Shipyard West (CSW) business division and is responsible for the estimating and proposal strategy proper administration planning scheduling budget and successful of divisions projects. This position will lead a subordinate team of professionals and skilled trades to successfully execute commercial and government ship repair projects and will support identifying and securing growth work and building new customer relationships. Position will assist senior management in the development and of short and longrange planning policies programs and divisional objectives.
The position is located onsite in Chula Vista CA and may require hours beyond a standard work week to support business operations as needed. Position may require limited travel.

Essential Duties andResponsibilities:
  • Oversee all Operational Management Project Management Estimating/Proposals and Contractual Compliance for divisions efforts while coordinating with craft production QA Safety and other support teams to ensure planning requirements are established and met.
  • Coordinate collaborate and ensure that QA and Safety personnel assigned to CSW are fully engaged in management of the required activities. Participation and support in preparation for required audits
  • Manage development of and adherence to project schedules with support of resource teams to include evaluation of required resources (labor subcontractors materials and rental equipment) make/buy decisions and deconflict as needed.
  • Recognize potential problems early develop risk mitigation plans recommend solutions and implement corrections. Document with formal correspondence.
  • Direct project planning and submittal of required documentation and reports and track/update on production progress and project profitability to senior management as required.
    • Oversee planning tracking estimating compiling submitting and negotiating all change work to contracts.
    • Perform job cost projections / monitor cost schedule and quality of the project(s) and immediately report any issues that would affect overall performance. Will require going onto the ship or vessel to perform ship checks and verification of data.
    • Provide weekly EAC reporting on each project.
    • Provide required updates on subcontractor invoices accruals and progress as needed.
    • Compare progress to cost and schedule identify problem areas and recommend corrective action.
    • Work with Project Managers/Superintendents and QA to confirm all T&I requirements have been met along with all required reports submitted.
    • Confer with supervisory personnel owners contractors and design professionals to discuss and resolve matters such as work procedures contract compliance complaints and problems.
  • Coordinate preparation of proposals plans specifications and financial conditions of contracts.
  • Examine estimates of material equipment and production costs performance requirements and delivery schedules to ensure completeness and accuracy.
  • Frequent communication with customers expected to include identification of program requirements clarity status updates and obtain customer feedback.
  • Collaborate with Contracts and represent the organization in disputes and issues with customers to include REAs and claims.
  • Collaborate with Accounting Production and Estimating to develop metrics and reports.
  • Interpret contract requirements and explain plans and contract terms to administrative staff workers and clients and rack monitor log all contract modifications.
  • Negotiate billing submit invoices and monitor payments.
  • Provide all required flow down clauses to subcontractors and purchasing.
  • If contracts are SCA notify necessary organization departments and ensure efficient management of staffing.
  • Promote Safe Operations culture participation at the deck plate level.
    • Set a personal example by always wearing Personal Protective Equipment (PPE) per company guidelines with no exceptions and correcting/documenting others who are not in compliance.
    • Ensure that all Company Safe Operations initiatives and procedures are executed to include the safe planning of work safety briefings nearmiss documentation and discussions and housekeeping practices.
    • Engage employees to be vigilant and vocal when it comes to safety issues concerns and suggestions.
  • Other duties may be assigned as workload dictates.
Minimum Qualifications:
  • Must have a Bachelors Degree Engineering Business or related field and at least 8 years of Navy or Ship Modernization and leadership/project management experience. (Additional 4 Years of relevant experience may be considered in lieu of a degree or Ship Repair experience.
  • Must have proven ability to drive improved cost schedule quality and safety performance and continuous improvements through effective project management and leveraging experience with program/project management tools processes and procedures.
  • Must possess a very good general understanding of business financials including the ability to read and understand financial data such as period income statements return on investment analysis netpresent value analysis.
  • Must have effective communication skills both written and verbal with effective negotiation problem solving and decisionmaking skills and demonstrating effective leadership qualities.
  • Must be organized with the ability to drive improved cost and schedule performance while directing multiple overlapping projects to completion.
  • Must have proven ability to manage Risks and Opportunities.
Preferred Qualifications:
  • General understanding of FAR DFAR and UCC requirements with experience in supporting standard contract lifecycle understanding of contractual terms and conditions and familiarity with insurance requirements.
  • Experience supporting or writing defending and negotiating REAs claims and disputes is highly preferred.
Travel Requirements:
  • Occasional Travel; 15 or less.
Security Requirements:
  • Must be able to access Government facilities and be DBIDS eligible.
  • Position requires US Citizenship.
Physical Requirements:
  • Must be able to lift carry and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job but no less than 20 lbs.
  • Must be physically agile to perform tasks in naval ships. Able to work on and climb ladders work in extreme temperature environments aboard ships in shipyards under industrial conditions and in confined spaces including enter and moving through manholes.
  • Able to perform other duties as required which may involve high heat humidity noise and dirty conditions working aloft or over the sides of vessels.
  • Frequent exposure to noise due to machinery and equipment.
  • While performing the duties of this job you may frequently be required to stand walk & sit; use hands or fingers; handle or feel; talk and required to reach with hands and arms climb and balance stoop squat kneel twist and crawl.
  • Work in extreme temperatures and conditions. At times you will work in areas that have less adequate ventilation
  • Frequent use of respirator.
  • Protective clothing or equipment and face shields or goggles shall be worn when welding cutting or working with molten metal.

Salary Range: $120000 $150000
