Under administrative direction serves as the Group Hiring Manager for client agencies served by the Department of Innovation & Technology (DoIT) managing directing and supervising Human Resources (HR) liaisons performing the full range of hiring functions to ensure continuity and consistency of service delivery for DoIT staff located at client agencies including but not limited to group agencies and boards supported by DoIT.
Serves as fullline supervisor.
Serves as a Subject Matter Expert (SME) to DolT administration and supervisors advising on issues related vacancies reposting and bypasses by working with DoIT Labor Relations Office of the Executive Inspector General Hiring & Compliance Monitor (OEIGHEM) the Department of Central Manager Services (CMS) Labor CMS Hiring CMS Bureau of Personnel and CMS Compliance addressing questions and issues.
Oversees the Background Check Program for the Department in developing policies and processes for implementation of and changes to the program to ensure continuous compliance.
Serves as a Subject Matter Expert (SME) providing advice information and interpretations to vendors and DoIT Enterprise Resource Project (ERP) staff on developing Human Capital Management (HCM) systems and providing input tests and identifying flaws/issues on system functions and suggests solutions.
Develops and updates reports records and statistics often of a highly sensitive and confidential nature relating to vacancies hiring and Equal Employment Opportunity (EEO) and composes correspondence often of a sensitive nature concerning interview and selection/vacancy related issues.
Conducts reviews and studies related to posting interview and selection hiring compensation and other related processes and makes comparative analysis with related material and submits findings to supervisor and executive leadership.
Provides evaluates and monitors appropriate crosstraining for assigned staff in all hiring processes procedures and policies across Department lines and provides recommendations for the development of new training sessions.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Three 3 years of professional human resources experience performing hiring functions including: interpreting and applying State of Illinois or equivalent personnel code and rules collective bargaining agreements Governors Comprehensive Employment Plan (CEP) Executive/Administrative Orders or equivalent regulations related to business or public hiring.
Three 3 years of professional experience developing and implementing compliant hiring procedures and performance standards as well as creating tracking and analyzing hiring metrics vacancy data and workforce planning reports to support strategic decisionmaking.
Three 3 years of professional human resources experience with the application of the Position Classification Pay Plan or similar business or public compensation schedules to determine and maintain appropriate rates of compensation for both union and nonunion positions.
Three 3 years of professional supervisory or lead worker experience providing guidance and training to assigned staff monitoring work performance and determining staffing needs to achieve program objectives.
Three 3 years of professional experience in identifying and resolving workforce or hiring process related challenges including recommending and implementing improvements to hiring strategies candidate evaluation criteria and preonboarding procedures.
Three 3 years of professional human resources experience utilizing personnel systems such as HRIS IMSH/PEERS DocuWare and Success Factors or public/business organizational equivalent systems.
Three 3 years of professional human resources experience leading or advising on the development implementation and oversight of statewide background check programs to ensure compliance with applicable laws policies and regulatory requirements including coordination with internal stakeholders law enforcement agencies and thirdparty vendors.
Ability to manage multiple tasks simultaneously effectively prioritize work in a fastpaced environment and maintain accurate and organized records in compliance with established procedures and deadlines.
Ability to develop and maintain cooperative working relationships.
Demonstrated verbal and written communication skills.
