EDUCATION AND WORK EXPERIENCE:
Minimum BA Degree preferred in Social Work or related field and/or 45 years of experience in 3 or more of the following fields: Human services office management staff supervision operational finance management crisis management case management Shelter Operations; experience within the human service field specifically within the context of genderbased violence.
Experience in social services and personnel management.
Demonstrated experience in Multnomah County Community Organizations and Service Providers
Documented training related to serving people vulnerable populations.
Documented management and operations experience.
Demonstrated experience in understanding the intersectionality equity inclusion and diversity issues within the Portland community and within the genderbased violence community.
CONSIDERED: Equivalent work and life experience connected to working with vulnerable populations and/or Trauma Survivors. Experience in Facility Management and/or Staff Management of 15 employees.
An Associate Degree in human services related to social work nonprofit management trauma informed care other human services related field commensurate with the duties and responsibilities required. 2 years working in the human services field can substitute for an AA Degree.
SCOPE OF POSITION:
The Program Manager leads operations for the West Womens and Childrens Shelter and the Womens Housing Collaborative Program including any planned future program expansions. This leadership role oversees multiple programs simultaneously ensuring highquality service delivery that meets client needs while maintaining compliance with internal policies external regulations grant requirements and established outcome measures. The position requires skillful prioritization of support for Advocate Staff across different programs based on urgency and critical needs. The Program Manager creates a traumainformed environment where survivors can realize their potential for healing and growth while working to end domestic violence and ensures effective coordination between volunteers staff clients and the Management team.
KNOWLEDGE SKILLS AND ABILITIES:
Knowledge of standardized but moderately complex procedures and operations requiring training and experience to be successful.
Strong computer skills for internal digital systems. Strong written and oral communication skills.
Ability to function with limited direct oversight and/or with limited remote training
Ability to complete tasks in a timely manner prioritize multiple requests and demands for the Shelter.
High level of problemsolving skills to complete the days challenges
High level of patience Ability to function and work in a stressful environment
A genuine concern for survivors of domestic violence and their children.
Maintain confidentiality and privacy of Program Participants and Shelter Staff.
Crisis intervention and nonviolent mediation skills a plus.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Ensure program compliance with grants and contracts including shelter capacity requirements contracted outcomes and coordination with TSA and referral agencies to maintain accountability and accuracy in all processes.
Define and enforce program policies and procedures in collaboration with the Executive Director including oversight of assessment intake service planning and program exits to ensure effective participant management.
Support Primary Advocates and Housing Advocates in case management allowing them to focus on participant needs and services. This includes managing triage for new participants when necessary facilitating communication between advocates and holding regular meetings for case management and referrals.
Nurture a strengthsbased and traumainformed perspective across all operations including mentoring staff training new personnel and maintaining professional relationships in all interpersonal contacts with participants and staff while respecting confidentiality requirements.
Serve as emergency response coordinator by providing critical support during urgent situations implementing emergency protocols making independent decisions within policy guidelines facilitating constructive interactions with emergency services and documenting all incidents with prompt reporting to the Executive Director.
Manage the Safety and Stabilization Assessment process with expertlevel proficiency maintaining alignment with established systems of care while ensuring all survivors are treated with dignity. Conduct SSAs personally when needed and arrange services for new program participants.
Develop and maintain strong community partnerships by interacting regularly with community partners building a comprehensive resource directory for the Portland Metro Area representing the organization in professional committees and activities and working closely with agencies to ensure provision of direct services based on client needs.
Participate in organizational operations including staff meetings covering front desk operations when needed learning advocate systems handling hotline calls generating reports maintaining necessary records and supporting other shelter programs under the Executive Director as needed.
Participate in human resources functions including hiring decisions staff performance evaluations and making recommendations to the Executive Director as applicable.
Demonstrate thorough understanding of and commitment to mandatory reporting requirements and laws pertaining to vulnerable adults and children ensuring full compliance across all program operations while upholding ethical standards in all partnerships.
SUPERVISORY RESPONSIBILITIES:
Support train and collaborate with direct service staff Primary and Housing Advocate Team. Supervision has a variety of activities moderate in complexity.

PHYSICAL REQUIREMENTS:
