Job Description

Introduction

This examination is being given to fill one 1 Parttime position in the Veterans Services Division of Healthcare Services Department. DEFINITION

Under direction supervises assigns and coordinates the work and training of Veteran Service Representatives and support staff; acts on behalf of the Deputy Director Veteran Services; directs staff and performs work of the most complex veterans benefits and rights cases; and does related or other work as required in accordance with Rule 3 Section 3 of the Civil Service Rules.

TYPICAL DUTIES

  • Plans assigns supervises and trains staff in the preparation and submission of claims for veterans and their dependents; ensures proper work methods are applied in compliance with established policy procedure and regulations; handles most complex cases and matters pertaining to developing claims collecting evidence and preparing case files.
  • Assists clients in securing evidence to complete claim package including legal documents medical records service records and other documentation which supports entitlement to benefits; works closely with mental health specialists healthcare providers and caregivers to ensure appropriate treatment/services are received.
  • Assists the Deputy Director Veterans Services in the daytoday operations and personnel management of the division including hiring employee relations performance management and discipline of subordinate staff; reviews and evaluates the work of Veterans Service Representatives and other staff as assigned.
  • Conducts outreach; addresses groups regarding functions and responsibilities of the office; visits homes hospitals or other sites as required; collaborate with communitybased organizations; create and facilitate training for outside organizations and internal staff to further develop the veterans services programs and services.
  • Keeps abreast of all state and federal regulations and laws that pertains to veterans benefits and rights; reviews and implements legal and regulatory changes affecting veterans services benefits or rights; assists in the development and implementation policies procedures and training.
  • Conduct training and workshops for staff related to veterans benefits regulatory training certification training and database systems. Extend applicable training to communitybased organizations.
  • Maintain effective records related to case files collection of subvention data and reports to ensure compliance with state and federal regulations; participates in and provides data for audits.
  • Act in the absence of the Deputy Director Veterans Services as assigned.

MINIMUM QUALIFICATIONS

EITHER PATTERN I
Experience: Two years as a Veterans Service Representative II in San Joaquin County service.

OR PATTERN II
Education: Completion of 60 semester (or 90 quarter) units from an accredited college or university with course work in military science business or public administration psychology health science social science or a related field.

Experience: Three years of progressively responsible experience working directly with veterans to determine their eligibility for benefits and help them prepare benefit claims in a county veterans service office a veterans service contact office a Veterans Administration regional office or a military installation. Additional experience may be substituted for the required education on a yearforyear basis.

Special Requirements: Must have completed a course of instruction in Veterans Benefits as prescribed by Title 38 Code of Federal Regulations 14.629 AND be accredited by the California Department of Veterans Affairs as a Service Organization Representative. Must obtain United States Department of Veterans Affairs automated systems access (requires a successful federal background investigation successful national agency check and sponsorship by the California Department of Veterans Affairs) within one year of appointment. Failure to maintain accreditation or obtain and maintain automated systems access may result in release of employment. National Associate of County Veterans Service Officers accreditation is desired.

License: Possession of a valid California drivers license

KNOWLEDGE

Federal state and local laws relating to veterans rights benefits and obligations; methods and techniques of data collection and evaluation; basic principles of human behavior; methods and techniques for maintaining records and filing systems; relevant community resources and service programs and the procedures of obtaining services; public relations interviewing and counseling methods and techniques; medical terms used in veteransrelated legislation regulations and claims presentation; modern office automation technology and standard office computer software programs.

BENEFITS

Health Insurance: San Joaquin County provides employees with a choice of three health plans: a Kaiser Plan a Select Plan and a Premier Plan. Employees pay a portion of the cost of the premium. Dependent coverage is also available.

Dental Insurance:The County provides employees with a choice of two dental plans: Delta Dental and United Health CareSelect Managed Care Direct Compensation Plan. There is no cost for employee only coverage in either plan; dependent coverage is available at the employees expense.

125 Flexible Benefits Plan:This is a voluntary program that allows employees to use pretax dollars to pay for healthrelated expenses that are not paid by a medical dental or vision plan (Health Flexible Spending Account $2550 annual limit with a $500 carry over); and dependent care costs (Dependent Care Assistance Plan $5000 annual limit).

Retirement Plan: Employees of the County are covered by the County Retirement Law of 1937. Please visit the San Joaquin County Employees Retirement Association (SJCERA) at for more information. Deferred Compensation:The County maintains a deferred compensation plan under Section 457 of the IRS code. You may annually contribute $22500 or 100 of your includible compensation whichever is less. Individuals age 50 or older may contribute to their plan up to $30000.The Roth IRA (after tax) is also now available.

Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.

Holidays:Effective July 1 2017 all civil service status employees earn 14 paid holidays each year. Please see the appopriate MOU for details regarding holidays accrualsuse and cashability of accrued time.

Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.

Bereavement Leave: 3 days of paid leave for the death of qualifying family member 2 additional days of accrued leave for death of employees spouse domestic partner parent or child.

Merit Salary Increase: New employees will receive the starting salary which is the first step of the salary range. After employees serve 52 weeks 2080 hours) on each step of the range they are eligible for a merit increase to the next step.

Job Sharing: Employees may agree to jobshare a position subject to approval by a Department Head and the Director of Human Resources.

Educational Reimbursement Program: Eligible employees may be reimbursed for careerrelated course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four 4 year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.

Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.

School Activities: Employees may take up to 40 hours per year but not more than eight 8 hours per month to participate in their childrens school activities.

PartTime Employee Benefits: Parttime employees who meet the appropriate eligibility criteria may receive health insurance benefits and step increases.

Selection Plan

Applicants for parttime and temporary recruitments who meet the minimum qualifications are either referred to the hiring department for further selection or they may be required to take a written examination. If a written examination is given the top candidates may be referred to the hiring department for further selection.

Testing Accommodation: Candidates who require testing accommodation under the Americans with Disabilities Act (ADA) must call Human Resources Division atprior to the examination date.

Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.

Preemployment Drug Screening Exam: Some classifications require a new employee successfully pass a preemployment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.

Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship (parent child grandparent grandchild or sibling) either by blood or marriage may not be appointed promoted transferred into or within the department when:
